Overview
Cobb EMC has multiple positions open for a System Operator I to join our Power Control Department. This department is responsible for operating, monitoring and maintaining the integrity of Cobb EMC's electrical distribution system. The System Operator will troubleshoot, test, operate, control and monitor the automated field devices and dispatch crews to ensure safe and efficient power outage restoration.
Schedule: Rotating schedule including nights, evenings, weekends, and holidays.

Responsibilities
What you will be doing:
System Operation:
Assist in scheduling and dispatching of disconnect request initiated by our members
Evaluate resource strength (crews) required to handle emergency trouble events.
Call in adequate number of crews prior to known approaching situations.
Communicate with engineers, planners, field personnel, or other utility workers to provide information such as clearances, switching orders, or distribution process changes..
Ensure available crews are efficiently dispatched to the pending jobs.
Promote open air radio communication with the crews in the field.
Ensure crews involved in switching have been cleared prior to energizing a line.
Assist Power Control personnel during SCADA alarms to determine the state of the electrical distribution system and take appropriate action.
Assist in implementing and initiating storm restoration procedures.
Power Control Records:
Monitor and maintain all records associated with OMS, video wall map board, weather radar, radio, and other control room equipment.
Maintain the following records daily: Outages and emergency maintenance work, Substation Security Log, Line Protection Log, Tower Lights Log, and others, as assigned.
Ensure proper processing of outage reports.
Ensure system operating board remains current.
Inform supervisors of crew progress on a consistent basis.
Maintain current list of field and vehicle assignments.
Member Inquiries/Communication:
Report any unusual conditions to proper personnel.
Monitor all communications to ensure that information is relayed to appropriate field locations.
Promptly and courteously address and resolve or route all member inquiries and complaints.
Promptly relay status of current outages to management and public relations personnel
Other Duties:
Aid in monitoring loads to determine peak.
Assist Power Control Manager in maintaining written procedures for Power Control.
Operate automated field device equipment. Under supervision of system operator II, III or supervisor.
Ensure all relevant and current information is passed along to following shift personnel.
Assist in emergency switching under direct supervision of System Operator III or Supervisor.
Qualifications
Minimum Requirements:
High School Diploma or equivalent
Minimum two years’ experience working in utility Industry, Public Service Industry or in a 24/7/365 control room environment
SKILLS/REQUIREMENTS:
Proficiency with personal computers including working knowledge of current Windows operating system, including work experience with Microsoft Word and Excel.
Excellent oral and written communication skills to effectively communicate via telephone, two-way radio & email.
Must be able to clearly communicate with various system personnel, contract personnel, government agencies, law enforcement agencies, members, and management.
Ability to apply sound reasoning and logic in the analysis of system conditions, identify existing or potential problems, and achieve prompt, effective resolution to problems.
Ability to learn to operate the Cobb EMC Electrical Distribution System including troubleshooting and testing substation equipment, Distributed energy resources (DER), and automated field device equipment via the SCADA system.
Ability to maintain accurate reports and records.
Ability to effectively perform under pressure and in emergency situations and multiple system alarms.
Exhibit an ability to manage multiple tasks simultaneously.
Ability to learn the current CIS, MDM, GIS, OMS and AMI programs as well as the current Cobb EMC software for historical record keeping and reporting.
Obtain valid Integrated Transmission System (ITS) Operator’s Certification within one (1) year of hire.
Successful completion of demonstrated skill assessment and written knowledge assessment for this position within one (1) year of hire.
PREFERRED:
Associates Degree in Electrical, Electronics or related field
Experience with electrical distribution systems
Working knowledge of SCADA and/or outage management system applications
