Position Title: Engineering Specialist 1, 2, or Sr. - Project Development

Description: The Engineering Specialist - Project Development completes technical work and directs others in technical work in the planning, evaluation, budgeting, design, procurement, development and construction of company projects; including generation additions and upgrades, electric vehicle infrastructure, energy storage, decommissioning, environmental, communications, facilities, asset acquisitions, new technology reviews, and other projects as assigned. The Engineering Specialist evaluates and performs due diligence on potential investments, acquisitions, research on new and proven equipment and other business evaluations. The Engineering Specialist will assist in the preparation and administration of contracts, permit applications, environmental filings and financial and regulatory filings. This position develops and maintains reports, project schedules and plans, and develops and tracks project financials, invoicing and development and construction status of projects.
Responsibilities: Provide engineering specialist services for the planning, evaluation, budgeting, procurement, design and construction of project developments, additions, modifications or maintenance to company large-scale projects. Evaluates new and proven technologies for potential implementation into company assets (40%)
Provide technical project management for all phases of a project including scheduling, design, estimating, budgeting, engineering specifications, drawings, materials procurement, construction contracts, cost tracking and project cost projections, and managing multiple contractors on a project site. (30%)
Conduct engineering specialist investigations, studies, or advanced studies with complex investigations to prepare oral and written reports of results and recommendations. (15%)
Provides engineering specialist assistance to other departments, technical input or advanced technical leadership to staff. (5%)
Perform additional responsibilities as requested or assigned. (10%)
Develops technical knowledge and expertise related to the company's large-scale projects.
Provides organization, planning and control of high-level project assignments. Completes assignments to meet customer needs and achieve cost, schedule and project reliability objectives.
Provides engineering specialist services in support of the safe and efficient operation of company large-scale projects.
Investigates and solves problems relating to the company's large-scale projects.
Demonstrates technical knowledge or advanced technical knowledge and understanding of engineering and the company's business processes.
Participates on teams that result in contribution to achievement of team goals and objectives, often in a lead role for a phase of a project.
Performs responsibilities as directed within determined time frames and with a high degree of accuracy.
Provides accurate input into the budget process and contributes to meeting the actual targets. Maintains the professional competence, knowledge and skills to effectively complete responsibilities; enhances job knowledge and abilities by taking personal responsibility for professional development and training.
Maintains sensitive and confidential information regarding company information.
Establishes and maintains effective working relationships with internal and external contacts.
Attends work on a regular basis and supports the company's employee policies and procedures, including workplace safety rules.
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Position Requirements
Bachelor's degree in a technical related field or equivalent work experience. (Typically three years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
Engineering Specialist II must have at a minimum of one to five years' experience.
Senior level must have at a minimum of eight years of related work experience.
High level of technical knowledge, judgment and capability. Broad analytical skills.
Project management skills or advanced project management skills.
Effective analytical and problem-solving skills.
Ability to prioritize and handle multiple tasks and projects concurrently.
Leadership skills to provide guidance, direction, orientation and instruction.
Effective verbal and written communication skills. Expertise in Microsoft Outlook, Excel, PowerPoint and Word.
Experience with project management software such as Microsoft Project or Oracle Primavera
The ability to work effectively with people of different backgrounds.
Ability to travel occasionally (typically 30% travel).
