Job Description:

SALARY RANGE: $7,046 - $9,160 / Month (DOE)

The County of Yuba is currently accepting applications to establish an eligibility list for the position of Business Analyst in the District Attorney's Office. Under general direction, ensures a department’s technical needs are met by analyzing and documenting business processes and providing related application configuration and support; concentrates on the technological needs of the business and the implementation, maintenance, and optimization of various solutions using a combination of business and technical knowledge; utilizes computer analytics and data mining strategies to provide valuable and accurate trends that lead to system optimization and strategically guided decision making; works with business partners, including centralized IT, to align technology solutions with business strategies; and performs related work as assigned.   

Note: This is a County-Wide classification. The eligible list established from this recruitment may be used to fill additional vacancies for this classification that may come available in other departments during the duration of this list.

This is a stand-alone exempt class and reports directly to executive management staff.   

Examples of Duties:

  • Consult with department management to identify, define, and document business needs and objectives, current operational procedures, problems, and input and output requirements; participate in discussions of departmental goals and objectives with executive management.
  • Evaluate existing County business, system, and technical processes to identify opportunities to improve existing county systems and workflows by understanding inefficiencies or technological gaps.
  • Research and seek ways to continuously improve and streamline processes, procedures, and standards to gain efficiencies and enhance the delivery and security of County services.
  • Plan, organize, and conduct research, analytical, and evaluation studies of department operations, functionality, and management systems; collect, tabulate, and analyze a wide variety of data to determine trends, cycles, and underlying factors.
  • Design and develop solution testing plans, strategies, and quality management tools to ensure appropriate results prior to final implementation; review solution defects and make strategy adjustments as needed; plan implementation timeline.
  • Prepare complex analytical reports outlining study findings as well as process improvement solutions and analyses; prepare charts, graphs, tables, and other visual tools to summarize results; make graphic and oral presentations to individuals and groups.
  • Design complex data tools and system queries; develop intermediate/advanced queries, macros and applications. Examples may include MySQL and SQL queries .NET application development as required, VBA (Visual Basic for Applications) macro and application development within Microsoft Office Suite applications. Design, implement, and maintain system set-up tables and parameters to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.   

The ideal candidate is a detail-oriented and innovative professional with a strong blend of technical and business acumen. As a business systems analyst, the candidate possesses the ability to understand and document complex business processes while identifying and implementing efficient technical solutions. They are skilled in the use of various data management and analysis tools, such as SQL, Excel, and data visualization software, to ensure that data is both accurate and effectively communicated to stakeholders.

Minimum Qualifications: 

Minimum: Bachelor’s Degree from an accredited college or university with major coursework in Business Administration, Computer Science, or related field and two years of programming, software engineer or applications analysis experience. Relevant experience involving business process analytics that demonstrate the ability to manage projects that enhance business operations may be substituted for the required education on a year-for-year basis.   

Preferred: In addition to the minimum, a Project Management Professional (PMP) Certification, and additional experience as previously defined in the type of business application and computer environment used by the hiring department.   

Licenses and Certification: The ability to obtain a valid California Class C driver's license within ten (10) days of employment; maintain throughout employment. Depending upon assignment, certification pertaining to the area of assignment may be required by the appointing authority. Prior to completion of probationary period possess a Project Management Institute (PMI) Certificate for Project Management Professional (PMP), or equivalent as determined by the appointing authority; or six college units of project management coursework; or 20 hours of continuing education in project management in the last five years and every five year period on an ongoing basis. Maintain professional development and continuing education to keep up-to-date with emerging technology. 

Work Environment: Generally a typical office environment. May be required to travel to various worksites or locations within the County. Occasionally may be required to travel for meetings or conferences outside normal business hours. System resolution may create non-standard work hours.
