ABOUT THE POSITION
The Riverside County's Fire Department is seeking an IT Supervising Communications Analyst (SCA) to join the Fire Protection - Forest division, located in Perris.
The incumbent will oversee a team comprised of IT Communications Technicians and IT Communication Analysts engaged in implementing and maintaining communication networks (data, voice, and radio). The SCA will have oversight of telephone, radio and all 911 infrastructure and systems. As well as radio programming and engineering.
The ideal candidate will have prior experience working with a Public Sector enterprise network and can utilize positive interpersonal team player skills conducive to working in a Public sector environment with other mission-oriented government workers. They will be a team player, self-motivated, willing to share knowledge, customer focused, and understand the importance of system availability for a Public Safety/Life Safety network. Candidates with prior public safety experience, 911 or 24/7 support systems experience are highly encouraged to apply.
Please note: This position will require one (1) week of standby time per month. Telework will not be available for this position.

The Riverside County Fire Department (RCFD) is one of the largest integrated, cooperative, regional fire protection organizations in California. EXAMPLES OF ESSENTIAL DUTIES
• Supervise, assign, review, and evaluate the work of staff performing a variety of IT communications related work; plan, organize, and provide opportunities to develop and maintain job-related competencies.
• Design, analyze, and define communication requirements and network infrastructure based on evaluation of work processes, customer requirements, available and emerging technology and cost and benefit analysis.
• Monitor, coordinate and control network and remote access; monitor network components, on-line applications and network connectivity; track and analyze problems and resolutions.
• Develop and maintain communication system security and firewall requirements based on County standards and department needs.
• Make recommendations for infrastructure enhancements to gain efficiency and technological advantage; consult with users in planning for future needs and maintaining awareness of best practices and emerging technology.
• Measure network resource availability, performance, and capacity on scheduled basis.
• Develop strategic plans for operation and growth of the telecommunication system.
• Troubleshoot system failures, performance deficiencies, and circuit and wiring issues.
• Install, configure, and maintain network hubs, switches, and routers.
• Research, evaluate, test, and recommend products, product versions and services to meet future business needs; research and prepare input to technology marketing strategy and rate development.
• Coordinate communication interfaces with federal, State, and local agencies and vendors.
• Establish technical hardware and software standards based on analysis of system performance, integration needs, current and emerging technology, and cost and benefit analysis.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an accredited college or university in computer science, computer information systems, data processing, information management, or related field. Additional qualifying experience may be substituted for the required education on the basis of one year of experience for one year of education.
Experience: Four years of successful journey level IT communication analyst job-related experience with two of those years including supervisory or lead duties over staff engaged in technically advanced IT-related work. One year experience as a Riverside County IT Communications Analyst III may substitute for the required experience.
Knowledge of: The principles, methods and techniques used in the course of work for the IT Supervising Communications Analyst series; principles, methods and techniques of effective supervision; principles, methods and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval.
Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; effectively supervise subordinates, interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees and the public; communicate effectively with people at all organizational levels.
Skill in: Supervision, coordination, and evaluation of the work of assigned personnel; identifying learning needs and overseeing the orientation and training of personnel.
IT-Related Skills :
Required: In-depth problem, traffic and performance analysis; evaluating customer needs to define technology solutions; design and network topology analysis; principles, practices, methods and techniques of communications technology.
Preferred: Analysis and design of network systems; strategic planning processes; analysis of networked, multi-platform environments; use of systems level management tools in resolving high-level technical problems.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
