JOB SUMMARY:
Oversees the Bank’s Community Reinvestment Act (“CRA”) performance and program.
EDUCATION/EXPERIENCE REQUIRED:
* Associate’s or Bachelor’s degree preferred.
* Five or more years of demonstrated, strong CRA performance experience with a large bank.
* Working knowledge of automated CRA and Fair Lending software.

* Strong oral and written communication skills
* Good typing skills and intermediate skills in Word and Excel. Experience working with various computer applications/software programs and the Internet

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
1. Oversees the Bank’s CRA program and works with the CRA Council, Community Development Officers and management to ensure at least a “Satisfactory” CRA rating.
2. Works with the CRA Council, Community Development Officers and management to establish CRA Policy and strategic implementation plans. Has indirect supervision of Community Development Officers.
3. Collaborates with the Market Presidents to develop Community Development Officer implementation strategies.
4. Assists the Community Development Officers in identifying community needs.
5. Maintains the integrity of the Bank’s community investments, donations and services databases.
6. Writes the Bank’s annual CRA performance analysis for Board and CRA Council review.
7. Quarterly, advises the Board, management, and CRA personnel regarding CRA performance .
8. Monitors the Bank’s performance to comply with the CRA requirements. Recognizes trends, weaknesses and deficiencies and advocates action(s) that would improve CRA performance.
9. Works closely with management to improve performance to a satisfactory level when significant deficiencies are noted or examination results are less than satisfactory.
10. Utilizes the CRA Council to facilitate CRA communications, initiatives, research, and reports on market performance.
11. Serves as the CRA Council’s secretary. Sets the Council agenda and writes meeting minutes for presentation to the Board of Directors and Council members.
12. Chairs the monthly CRA status meeting with outer markets
13. Maintains knowledge of current CRA regulatory expectations/interpretations. Maintains proficiency in interpreting, analyzing and understanding CRA exam performance expectations and interpreting new guidance/regulations and its impact.
14. Monitors and analyzes competitors’ CRA performance.
15. Monitors federal, state and local trends that impact CRA performance.
16. Coordinates the CRA regulatory examination process. Assists with internal/external CRA audits/examinations.
17. Identifies and maintains documentation to support community development loans, investments, and services opportunities.
18. Maintains knowledge of the Bank’s products and services to ensure the Bank is receiving maximum credit for all CRA-qualified activity.
19. Consults with Marketing and Retail Administration regarding the impact of branch openings and closings to ensure an adequate retail branch distribution network.
20. Assist in the development of new products to ensure that the Bank’s lending programs, deposit products and other financial services are designed to enable the Bank’s communities.
21. Trains and re-trains lending staff regarding CRA.
22. Maintains the Bank’s CRA Public File.
23. Assists the CRA-HMDA-Fair Lending Specialist in completing Fair Lending reviews.
24. Other duties as assigned.
