Basic PurposeReviews and understands studies, plans, specifications, calculations, elevations, documents, and performance assessments associated with the planning, design, construction, operation, and maintenance of the company’s generation, transmission, distribution, telecommunication, or other utility facilities/systems. Develops and reviews budgets, cost estimates, pricing schedules and other cost control support for construction and maintenance projects involving generation, substation, telecommunications, transmission, and distribution facilities. Develops, monitors, and analyzes cost engineering trends. Essential Duties and Responsibilities
Prepares preliminary designs and evaluates detailed designs to develop cost estimates at various stages in the project evolution and evaluates resource requirements for construction and maintenance projects involving generation, substation, telecommunication, transmission, and distribution facilities.
Prepares preliminary budget estimates using transmission and area planning engineering studies including substation and transmission one-line diagrams.
Prepares budget estimates for capital projects to aid in the development of Company’s multi-year capital plan by working with asset management group.
Reviews and understands detailed design drawings to perform material take-offs and analyze construction sequencing.
Performs cost analyses and prepares detailed variance analyses to support the appropriation request and project change notice process.
Participates with the project team in scoping of projects for engineering, construction, and contractual requirements.
Maintains historical and material cost databases and application tools to aid future estimates and pricing schedules.
Prepares engineering cost and project update reports as required.
Monitors and enforces all compliance requirements for area of responsibility.
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes, and regulations applicable to position and company.
Performs related duties as assigned.
Requirements
Essential Education, Skills, and EnvironmentEducation and Work Experience Engineering degree from an accredited college/university and 5 years industry experience and PE license. If no PE license, must have 8 years’ experience as a practicing Engineer. Specialized Knowledge and SkillsDemonstrated knowledge of:
Industrial power systems or electrical utility power systems.
Project cost control principles, theories, and concepts.
Assessment skills to evaluate electrical utility facility conditions, determine resource requirements and accurately estimate costs.
Design skills to understand substation engineering design, transmission line engineering design, civil engineering design, and protection and control engineering design.
Construction work and a variety of the construction concepts, practices and procedures.
Written and oral communication and interpersonal skills.
Demonstrated skills such as:
Detail oriented, human relations, time management, communication, decision-making, presentation, interpersonal and organizational.
Analytical, interpersonal, verbal, and written communication.
Equipment and Applications PCs, word processing, Excel spreadsheets. Work Environment and Physical Demands General office environment. No special physical demands required.
Compensation
Annual Salary: $98,200.00 (Min) to $115,500.00 (Mid); Up to 15% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
