Position Summary The Project Manager supervises projects and performs assessments, convening, community organizing, and project facilitation to help engage communities and convene stakeholders on public policy questions and/or community-based solutions. The level of complexity of many of the assigned projects is high, which is defined by a number of factors including (but not limited to):
  • Projects require the engagement participants with a wide variety of professional, personal, and lived experiences.
  • Projects involve the intersection of multiple racial identities, cultures, and languages, as well as professional experiences.
  • Projects often extend across many communities.
  • Projects are often politically sensitive and/or highly visible.
  • Projects may require contract negotiation, managing the budget and assuming responsibility for project design and management.
  • Projects require analysis of data generated by the general public to be applied to policy making.
  • Project managers may participate in applied research and training.

Minimum Qualifications
  • J.D. or Master’s degree in conflict resolution, mediation, public administration, political science, or a closely related field.
  • Demonstrated commitment to equity and a history of contributing to an inclusive working and learning environment.
  • Excellent interpersonal, oral and written communication skills.
  • Demonstrated expertise in facilitating, mediating, or leading collaborative and/or public engagement processes to address public policy issues or community-based issues.
  • Ability to establish and maintain effective working relationships involving considerable tact and diplomacy with public officials, private organizations, advocates, contractors, community members, and other PSU employees.
  • Demonstrated team and/or organizational leadership ability; is a self-starter, comfortable taking initiative, handling responsibilities, and able to manage many tasks, people, and projects at the same time.
  • Proficiency with word processing and spreadsheet software, internet usage, and electronic communications.
  • 2 years’ experience developing and managing complex contracts and project budgets.
  • Possession of a valid State-issued driver’s license.





Preferred Qualifications
  • 3 year’s experience working with government agencies at the state, regional, and/or local level or equivalent experience.
  • Demonstrated experience working with community members and leaders from both urban and rural settings.
  • Demonstrated experience working with historically excluded communities.
  • Strong understanding of public decision-making processes at the state and local level.
  • Strong analytical and problem solving skills on difficult and complex projects and/or public policy issues.
  • Experience working as a community organizer or extensive experience working with community organizers.
  • Fluency in more than one language.
  • Experience working across racial, cultural, and linguistic groups.
  • Ability to listen and identify important concepts or ideas in dialogue and to summarize and document them accurately.
  • Ability to assess public conflicts, problems, and or opportunities, and design appropriate collaborative, dispute resolution, conflict resolution, or public engagement processes.

Work Days/Hours Monday-Friday, 40 hours per week, hybrid schedule.
Total Compensation Range & Benefits Statement Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.

The starting annual salary for this position will be $66,756 but may be negotiated above this rate dependent upon the factors above, the budget of the hiring department, and approval from HR.
