Title: Senior Director of Workforce Development

Job Summary:
Under the administrative direction of the Vice President for Economic Development and Regional Centers, this position provides management for the College's workforce development division activities and services. Under the guidance of the Vice President for Economic Development and Regional Centers, this position manages daily activities for business and industry training, OSHA training, Center of Emphasis, workforce data reporting, and all other workforce related training activities. This position leads and facilitates innovative employer partnerships to foster and support the development of new and relevant programming, student workplace experiences (work-based learning/apprenticeships), employer advisory committees for guided career pathways and integrated career readiness programming.
Job Duties:
Supervise employees as assigned. Serve as the College's liaison to a variety of economic and workforce training agencies, employer partner organizations, and other state, local and College committees as appropriate, such as association, business, and community meetings; local Workforce Development Boards; and Industrial Alliance boards. Assess, refresh, and brand the College's workforce development to be a respected and competitive training provider in the College's service region Expand and bring to scale guided career pathways which encompass opportunities for work-based learning and apprenticeships. Foster new and existing customer relationships to generate repeat business. Construct training proposals for clients, provide superior customer service and negotiate the transaction of contracts. Lead efforts to meet the needs of local employers to provide company-specific training as well as ongoing large multi-year customized training projects. Work with Academic Affairs to develop non-credit to credit opportunities with the various divisions within the College to include stackable credentials and prior learning assessment. Develop and implement quality control systems for the effective delivery of non-credit instruction in a cost-effective manner so as to operate a self-funded unit of the College. Develop a workforce training strategic plan for all regionally represented industry sectors and execute an annual operational plan that drives performance. Promotes OSHA courses and OSHA contract training to employers. Maintain economic awareness and provide College leadership with on-demand and regular data related to workforce and employment trends at national, regional, and local levels. In connection with Marketing, Communications, and Media Services, oversee the development of marketing strategies and outreach processes leading to enrollment and programmatic recognition and growth. Develop, implement, and monitor annual unit budgets, grant budgets and contract budgets and required reports. Responsible for data collection and data reporting related to workforce development. Data reports include, but not limited to: THEC Formula Reporting, Dashboards, Monthly Reports, grants, and other related reporting as assigned. Ensures compliance with internal and external policies, regulations, processes, and procedures. Assists the Vice President for Economic Development and Regional Centers with special projects associated with workforce development initiatives and regional centers. Other duties as assigned.
Minimum Qualifications:
Bachelor's degree.
Six (6) years of related experience which may include business development, sales and marketing, manufacturing or other large scale industry experience, career or technical training, corporate training, higher education, workforce development, account management or related field.
Three (3) years of supervisory experience.
Preferred Qualifications:
Master's degree.
Knowledge, Skills, and Abilities:

Ability to manage sensitive information with the highest degree of confidentiality; exceptional customer service skills; and possess the ability to work collaboratively across various departments and with external stakeholders, and excellent management, team building, and organizational skills.
Demonstrated problem solving, fiscal, and time management skills.
Demonstrated experience in building and managing industry relationships, with a strong understanding of economic development.
Experience in budget management and strategic planning.
Proven ability to strengthen partnerships with K-12 institutions and adult education programs.
Experience in developing continuing education programs and managing trainers.
Proven ability to develop and implement successful training programs in collaboration with business and industry partners.
Ability to determine training or education needs of employers and provide courses based on those needs.
Demonstrated understanding of and experience with local workforce development boards and local economic development agencies
Knowledge of industry certification programs and standards.
Pay Rate: $68,434 - $85,542 annual salary depending on experience
