Job Description:

BACKGROUND:

The U.S. Agency for International Development (USAID) is at the forefront of the U.S. Government (USG) response in the fight against HIV and AIDS. USAID is a key partner in the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this initiative in 36 countries. In the Bureau for Global Health (GH), the Office of HIV and AIDS (GH/OHA) has primary responsibility for the Agency's HIV and AIDS program, and provides strategic direction, technical leadership, and support to field programs in HIV and AIDS. The Office provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. This entails ensuring the technical integrity of Agency and Mission strategies; providing global technical leadership on the full range of issues related to HIV and AIDS prevention, care, and treatment, and monitoring and reporting on the impact of the Agency's HIV and AIDS program.

The OHA Division of Prevention, Care and Treatment (PCT) provides technical leadership and support to missions in effectively planning, implementing, and monitoring care and treatment services to achieve HIV epidemic control. The consultant will work closely with and receive technical guidance from OHA Branch and Division Chiefs as his/her USAID Point of Contact (POC). The consultant will work with the OHA Division of Prevention, Care and Treatment, Biomedical Prevention Branch (BMP).

DUTIES AND RESPONSIBILITIES, include but are not limited to:
  1. Provide direct technical support to the USAID OHA PrEP team on PrEP and other biomedical prevention program implementation and scale through use of data for precision prevention programming.
  2. Identify internal (PEPFAR MER) and external data sources to define and operationalize precision prevention, in consultation with other branches in OHA and country teams
  3. Develop and/or revise USAID data dashboards allowing for assessment of the current status of PrEP and other biomedical prevention implementation in countries, both for technical-specific dashboards as well as country dashboards in support of the Unified Approach to Prevention
  4. Support country teams and implementing partners on collection and use of PrEP and biomedical prevention data, including assisting BMP Technical Advisors with country-specific data review.
  5. Engage with USAID/OHA and external stakeholders, including the interagency, on coordination of data alignment and use for biomedical HIV prevention interventions.
  6. Review and assist in the development of proposals for updated PrEP indicators for PEPFAR, including coordination with country teams.
  7. Support PEPFAR evaluating combination prevention M&E strategies, and support PEPFAR/USAID in differentiating risk by geography and population (precision prevention) to identify appropriate combinations of biomedical HIV prevention
  8. Support quarterly and annual data reviews of biomedical prevention programing across PEPFAR countries
  9. Assist in the development of documents and publications on PrEP and biomedical prevention, particularly as it relates to data analysis and visualization.


KEY DELIVERABLES: (SMART - tangible outcomes)
  • Biomedical prevention dashboard updated to align with headquarters and country data visualization needs by the end of the performance period.
  • Support piloting of country-specific prevention dashboard development in Uganda and other countries (TBD) as pilot can be scaled.
  • Support finalization of a USAID approach to and contribute to advocacy for updated PrEP indicators per MER refresh timeline.
  • Lead development of or contribute to reports, decks and emails related to biomedical prevention data as requested by the branch.
  • Develop abstract(s) on biomedical-related topic(s) for submission to HIV conferences or for submission to journals.

KNOWLEDGE SKILLS, EDUCATION and/or EXPERIENCE:

Required:
  • A Master's degree or higher in public health or related field
  • Experience with HIV and AIDS programming at the international level
  • Strong data analysis and analytic skills
  • Strong data visualization skills using Tableau (preferred) or PowerBI
  • Strong written and verbal communication skills
  • Expertise in Microsoft Office (especially in Excel) and Google Workspace (Docs, Sheets, Meet, etc.)

Preferred:
  • Knowledge of and familiarity with biomedical prevention programming
  • Experience working in cross-cultural environments
