Position Overview
The Director of Business Development leads strategic growth initiatives for government operations, maintenance, and construction contracts. This role is responsible for identifying and pursuing federal, state, and local government opportunities while maintaining key customer relationships.
Key Responsibilities
Business Development
- Develop and execute strategies to expand contract portfolio in government O&M and construction sectors
- Monitor and analyze market trends, competitor activities, and customer needs
- Identify and qualify new business opportunities through market research and network development
- Create compelling value propositions aligned with government requirements
- Achieve annual revenue growth and win-rate targets
Pipeline Management
- Build and maintain a robust opportunity pipeline across multiple government agencies
- Evaluate RFPs/RFIs and lead bid/no-bid decisions
- Oversee capture strategy development for key opportunities
- Direct proposal development efforts with cross-functional teams
Relationship Management
- Cultivate and maintain relationships with government contracting officers and key decision-makers
- Develop strategic partnerships with complementary contractors and suppliers
- Represent the company at industry events, conferences, and government meetings
- Lead customer engagement initiatives and strategic account planning
Team Leadership
- Manage and mentor business development team members
- Collaborate with operations, estimating, and project management teams
- Coordinate with executive leadership on strategic planning initiatives
- Ensure compliance with government contracting regulations and requirements
Qualifications
Required
- Bachelor's degree in Business, Engineering, or related field
- 5+ years of business development experience in government contracting
- Proven track record of winning federal/state construction and O&M contracts
- Deep understanding of government procurement processes (FAR, DFAR)
- Strong network within the government contracting community
Preferred
- Master's degree in Business Administration or related field
- Experience with multiple federal agencies (DoD, GSA, VA, etc.)
- Knowledge of construction management and facility operations
- Active security clearance
- Professional certifications (NCMA, APMP, PE)
