Position Title:   Tower Permitting Specialist (P2)

Role


Responsible for the preparation and submittal of various entitlement applications, permits and agreements to allow installation of communications facilities on Crown Castle poles, towers, fiber and other infrastructure. Requires knowledge of municipal processes, codes and ordinances, as well as frequent interface with local governments and jurisdictions.


Responsibilities



  • Prepare and submit zoning and permitting applications. Monitor progress of municipal applications and facilitate jurisdictional request for additional information.

  • Work with design team to facilitate permit drawings and construction documents related to towers, utilities, and ground equipment. Evaluate jurisdictional redlines for requirements versus preferences; negotiate with jurisdiction to remove preferences. Communicate and collaborate with A&E team to incorporate jurisdictional requirements into CDs and other A&E deliverables.

  • Provide timely system updates and communicate effectively with production team and all customers, both internal and external. Manage zoning and permitting task in accordance to specified processes and metrics. Manage document uploads defined by process.

  • Serve as entitlement lead during weekly customer meetings, as needed. Ability to comprehend and serve as a subject matter expert on matters related to state & local telecommunication municipal codes. Understand and be able to articulate details of Federal Wireless Facilities Deployment legislation including Sec. 6409(a) Wireless Facilities Deployment and related Federal Communications Commission (FCC) Orders. Prepare 30-day and 60-day shot clock letters and provide them to jurisdictions as necessary.

  • Obtain and communicate zoning and permitting conditions of approval to internal teams.

  • Manage outside vendors, as needed and communicate activities with team members and other departments.

  • Manage payment of applicable permitting fees via credit card or checks and ensure all costs are properly allocated for reimbursement visibility.

  • Participate in customer program management pre-project planning meetings.

  • Identify zoning and permitting requirements for each project.

  • Develop and maintain relationships with municipalities, including, but not limited to Code Enforcement Staff, Building Inspectors, Members of City Councils, Planning & Zoning Staffs, Commissions and various neighborhood groups. Represent Crown Castle at municipal meetings to obtain all required zoning approvals.

  • Serve as liaison between jurisdiction and Legal team to resolve complex permitting and or zoning issues.

  • Provide research and advice to internal clients regarding zoning and permitting, requirements for jurisdictional approval. Identify and evaluate potential risk on a per project basis and present solutions.


Education/Certifications



  • Bachelor’s degree in business or related field or equivalent work experience Wireless industry experience preferred but not required.

  • Zoning and Permitting experience required.

  • Juris Doctorate from an accredited law school will be considered in lieu of experience.


Experience/Minimum Requirements



  • Two (2) or more years proven experience working in a municipality in a Planning, Zoning, and/or Land Use capacity or Wireless Industry required or equivalent in a comparable industry or relevant military experience.

  • Must be experienced in navigating corporate environment and working within a corporate group context.


Expectations



  • Knowledge of applicable planning, zoning codes and regulations affecting site development. Experience in presenting and speaking to the public and governmental entities.

  • Familiar with requirements for zoning applications and supporting documentation including presentations for neighborhood or public hearings as required by local jurisdictions or as requested by respective property owners.

  • Comprehension and understanding of construction plans, standards, terminology, and surveys. Ability to manage multiple projects/tasks simultaneously.

  • Ability to problem solve and provide solution alternatives Ability to comprehend contracts and agreements.

  • Ability to comprehend all title documentation.

  • Strong attention to detail.

  • Excellent written and verbal communication skills Travel to local governments and municipalities required.

Working Conditions: This role falls into our hybrid work model working in the office on Monday through Thursday.  On Fridays, teammates on the hybrid schedule will have the option to work from the office or home.  There is an expectation of collaboration with teammates and stakeholders for moments that matter that could require travel. Travel for in-person jurisdictional matters may be required on occasion. 


The hourly range offered for this position is $30.65-$42.15 per hour. A candidate’s offer is determined by various factors including but not limited to, depth of experience, role-related knowledge and skills, relevant education or training, internal alignment, and work location.  Depending on the position offered, the compensation package may also include incentive compensation opportunities in the form of a discretionary annual cash bonus or commissions, and equity incentives. Employees (and their families) are eligible for medical, dental, vision, and basic life insurance. Employees are able to enroll in our company’s 401k plan. Employees will also receive a minimum of 18 days of paid time off each year and 12 paid holidays throughout the calendar year.
