HunaTek is seeking highly motivated, performance-driven individuals to work closely with our Department of State client in the National Capital Region. Qualified candidates will have excellent communication, quantitative, research, and analytical skills. The ideal candidate for this senior-level position would be considered an emerging authority, who applies extensive technical expertise, develops technical solutions to complex problems, and exercises considerable latitude in determining objectives and approaches to assignment. Personnel in this position may serve as a Team Lead, overseeing a small group of employees.
Essential Job Functions:
The Senior Level Budget Analyst position will include, but not be limited to, the following capabilities:
Perform a wide variety of administrative and analytical duties to ensure the successful accomplishment of the Bureau's budget program for the assigned appropriation area.
Perform work in accordance with government-approved SOPs.
Provide budget analysis for all phases of the budgetary process, including formulation, justification, presentation, enactment and/or execution.
Formulate and edits consolidated budget requests based on review and analysis of annual or multi-year budget estimates and budget submissions for assigned organizations/programs.
Evaluate budget execution based on analysis of obligations and actual expenditures from various sources and in evaluating budget performance based on Department guidance and Bureau mission.
Analyze financial and historical data trends to engage in financial due diligence reporting on programs and projects commitment, obligation, costs, and workforce status for planned DS objectives.
Engage in research and analysis of internal information to advance an effective assessment of risk factors and identify high risk areas.
Works on assignments requiring considerable judgment and initiative.
Develops solutions to routine technical problems of limited scope following detailed instructions.
Interpret and apply public laws, departmental rules and regulations, and Congressional and OMB mandates.
Review all Bureau commitments, obligations, and expenditures for validity (i.e., timeliness, purpose, and appropriate use of all appropriations).
Record all commitments, obligations, and disbursements and process them in a timely manner and in accordance with the assigned office's standard operating procedures.
Ensure commitments, obligations, and disbursements are recorded to the correct appropriation and program and ensure the proper assignment of budget, object, and organization codes.
Maintain stringent and accurate oversight of funds for assigned appropriations by ensuring that sufficient funding has been provided for the appropriation.
Monitor the execution level of programs and advise of corrective action needed to ensure the program does not exceed funded levels.
Support Bureau and Office processes and entry into financial systems to include the formulation, justification, presentation, enactment and/or execution phases of the budgetary process for all programs, projects, and organizations within the area of responsibility identified.
Provide support to the Bureau and Office for planning. Also provide analysis of financial operations, and support all aspects of the planning, programming, budgeting, and execution process.
Issue unique control numbers to identify documents and ensure that the unique identifier is entered on both the document and the automated tracking ledgers accurately and within one day.
Perform International Cooperative Administrative Support Services (ICASS) data analysis, budget planning, budget review, and invoicing coordination.
Provide financial planning and performance measurement services.
Skills and Qualifications Required:
U.S. Citizenship is required.
Current Secret or Top-Secret Security Clearance.
Must be highly organized and have excellent oral and written communication skills to interface with personnel and other government agencies at all levels.
Demonstrated ability to handle multiple tasks simultaneously.
Knowledge of accounting skills.
Demonstrates knowledge of the federal budget cycle and skill in formulating, executing, and analyzing budget financial data.
Demonstrate understanding of types of funds, status of funds, appropriation lines, and funding authority.
Knowledge of Interagency Agreements (IAA)s and Treasury processes, i.e. Treasury FS Form 7600 A and B.
Demonstrate an understanding of appropriations law and the nexus to statutory authority and adherence to government approved procedures.
Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.
Education and Experience:
Bachelor's or Master's Degree with 10+ years' relevant budget, accounting, or finance experience aligned to the job duties.
Career level experience with a complete understanding and wide application of budgeting principles, theories and concepts.
Experience to work under only general direction, provides technical solutions to a wide range of difficult problems.
Independently determines and develops approach to solutions.
Experience working with databases and other financial systems.
Must be proficient in the use of Microsoft applications (MS Word, PowerPoint, and Excel).
