Position Summary

The Office of Health Systems (OHS) provides worldwide leadership and technical expertise in cross-cutting health systems strengthening. Health Systems Strengthening (HSS) is a process that enables countries, their people, and institutions to work across public and private sectors to optimize resources, improve equity, and enhance the quality of priority health services for sustainable health system performance, and improved health outcomes. OHS is responsible for developing and communicating USAID’s approach to health systems strengthening and advises Missions, health elements, and other Agency Operating Units in best practices and operational approaches for HSS. OHS also serves as a center for HSS knowledge and talent management; designs and manages global flagship HSS implementation mechanisms; supports mission programs and staff; and is responsible for formulating and implementing an HSS vision for USAID.

The Strategic Support and Analysis (SSA) Team in the Office of Health Systems advances data science and knowledge infrastructure leading to smarter decision-making, improved USAID programs, and ultimately better health outcomes for beneficiaries. The SSA team provides rigorous and quantitative data analytics and technical expertise to support and promote data-informed, evidence-based program implementation through program monitoring, evaluation, reporting and analysis, in addition to HSS research and knowledge management, to improve health systems strengthening work across the Agency. The team supports headquarters and missions by strengthening capacity across these areas to improve health systems programs and to provide accountability, oversight and management of programs and partners. 

The Monitoring, Evaluation and Strategic Information Advisor (the Advisor) will conduct integrated data analysis and will support the interpretation and dissemination of health systems strengthening-related data to facilitate data use for program improvement and decision-making for USAID stakeholders. They will work closely with technical program experts at USAID Headquarters and Missions in the implementation of HSS monitoring and evaluation (M&E) approaches and in the development and execution of data analyses and visualizations. They will provide support to HSS quantitative data analytics as well as monitoring and evaluation across programs and partners, including in the implementation of approaches to strengthen HSS monitoring and evaluation, improve the availability, quality, and timeliness of HSS program and country data and improve linkage of HSS investments to improvements in health outcomes.

The Advisor will develop/expand expertise in health systems strengthening data systems and data sources, indicators, M&E approaches, quantitative analytics, and visualizations in order to collaborate with technical and program stakeholders to better track, monitor and understand the outcomes of HSS programming and contribute to strengthened program implementation. The Advisor will develop single and multi-data stream analytics to be used to assess USAID’s program efficiency, effectiveness, and impact. Data sources to be strengthened, expanded and analyzed potentially include: annual-reported and ad-hoc programmatic monitoring data, data from global HSS tools and databases, budget and expenditure data, and program evaluation findings, among others. This position has potential for professional development and training.

 

Full salary range for this position is $97,500 to 152,620 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

Support USAID Health Systems Strengthening Programming

  • Engage health system strengthening leads, technical experts, country team and other stakeholders to advance shared HSS metrics, approaches, and analytical products;
  • Support and conduct HSS program evaluations and data analyses for use by USAID headquarters and mission-level staff;
  • Support the GH Bureau with global analytics for health systems and health outcome indicators;
  • Work with Global Health Bureau monitoring and evaluation experts to develop and present global and USAID-specific country HSS program reports, trainings, and technical area results; and
  • Communicate results of analyses through briefers, presentations and visuals that adhere to visualization standards and best practices.

Support HQ Technical Teams

  • Provide technical support to the Office of Health Systems, GH and individual country support teams on HSS and health data analysis, monitoring, evaluation, visualization, interpretation and use;
  • Serve as a point of contact for the Office of Health Systems to the Bureau of Global Health on issues and updates related to data analytics, monitoring, evaluation and strategic information related to health systems strengthening, including but not limited to technical-specific data generation and prioritization, data analysis and visualization, and USAID-funded program data/research agendas;
    • Develop reports, presentations and data communications products;
  • Respond to ad hoc technical and OHS Front Office requests related to HSS metrics and indicators, data analysis and visualization as needed;
  • Follow global developments and provide recommendations to USAID regarding the application of this information to USAID’s technical and strategic approaches; and
  • Maintain up-to-date knowledge of strategic information, data analytics, the latest literature, reports and international guidelines and standards. 

Support USAID Missions and Implementing Partners

  • Provide virtual and/or in-country technical support on data analytics, monitoring, evaluation and strategic information work related to health systems strengthening programming, including but not limited to technical guidance on data analytics, program monitoring and/or surveys, program evaluation, data management, data quality checks and review, and data visualization;
  • Serve as the OHS data analytics, strategic information, and monitoring, evaluation and POC and the primary conduit in coordinating other support for the country, as appropriate;
  • Provide technical leadership to USAID field Missions, host country governments and implementing partners with expert input to country-specific data analytics, strategic information, and monitoring, evaluation issues relating to health systems strengthening;
  • Strengthen field teams’ capacity to generate, use and analyze country and partner-level data across HSS programs;
  • Lead the analysis, and interpretation of country program results to recommend appropriate health systems programmatic strategies and interventions; and
  • Support field-based monitoring, evaluation and strategic information Advisors to best monitor and evaluate progress in health systems programming, including supporting work plan development.
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.
  • International and domestic travel approximately 25%.

Education, Requirements and Qualifications

  • Master’s and 6 years, Bachelor’s and 8 years, Associate’s and 10 years, or High School and 12 years of professional experience
  • Experience in public health data analysis and management, preferably with some health systems related experience, with at least two (2) years in an international or resource challenged setting preferred;
  • Demonstrated experience/expertise in data analytics and statistical software such as Tableau, Excel, Stata, or SPSS;
  • Demonstrated experience/expertise in at least one or more aspects of HSS data analytics and program monitoring and evaluation;
  • Proficiency in R or Python is desirable;
  • Demonstrated experience in data analysis, visualization and presentation of data;
  • Strong oral and written communication skills;
  • Comfortable working both independently and collaboratively;
  • Ability to travel international and domestic travel approximately 25%.
  • US citizenship or permanent residency with the ability to obtain and maintain Facility Access required.
