Incumbent performs entry-level technical work in the office and the field related to water and sewer projects. Responsibilities include para-professional level engineering studies, design, drafting, and computational work. An employee in this class receives initially direct and subsequently general supervision from a designated supervisor.
The working hours for this position will be Monday - Friday, 7:00 AM-3:00 PM; however, as a critical employee, will be expected to be on-call 24/7/365 for emergencies.
Examples of Duties

Performs relatively complex drafting and computational work.
Performs preliminary basic design work in the preparation of plans and specifications for public works water and sewer projects.
Lays out construction drawings.
Collects data for preparation and computation of right-of-way plats and converts the information into a common system.
Computes engineering cost estimates, and participates in studies and field investigations, for water and sewer projects.
Completes Miss Utility and Use and Occupancy assignments.
Prepares as-built drawings and reports.
Computes elevations and vertical grades for existing and new water and sewer lines.
Participates in survey party.
May assist in training and/or leadership of drafting technicians; works closely with civil engineers.
May work with other maintenance sections on a daily basis and perform other duties as assigned.
Minimum Qualification Requirements
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of drafting materials, instruments, and techniques
Knowledge of mathematics, of existing water and sewer lines
Ability to do drafting, computational, and elementary-level design work
Ability to translate notes into maps, plans, profiles, and cross-sections
Ability to solve moderately complex drafting, design, and computation problems
Ability to follow oral and written instructions
Ability to perform field investigations while standing for prolonged periods
Ability to climb, stoop, bend, kneel, or sit depending upon work assignment
Ability to drive a County vehicle in carrying out some assignments.
EDUCATION:
Possession of a high school or vocational-technical school diploma or a GED certificate to include courses in drafting and mathematics. Education beyond high school in an engineering-related field may be substituted for the required experience at the rate of thirty (30) semester credit hours for each year of the required experience. (This option requires the submittal of college transcripts by the selected candidate).
EXPERIENCE:
Three (3) years' experience in water and sewer engineering, utility, or technical work related to facilities maintenance, investigation, design, or construction projects.
LICENSE:
Possession of a Class "C" non-commercial driver's license with no more than three (3) points. Please be advised this position requires a valid driver's license. Your application will not be considered if you fail to include the full driver's license number on the electronic application.
WORKING CONDITIONS:
Subject to hazards of working at construction sites, in confined spaces, around heavy equipment and on or near heavily trafficked highways, and exposure to adverse weather conditions.
On 24-hour call for emergencies, flextime, or scheduled rotation of duties to cover a 6-7 day work week, to include weekends. Positions in this class may be required to cover a second shift operation:
Weekend operations: 4-10 hour days (Friday, Saturday, Sunday, and Monday).
Second shift operations: 5-8 hour days (2:00 p.m. - 10:00 p.m.)
Shall be required to complete a Water Distribution and Sewer Collection Pre-Certification Program within two (2) years of hire and become certified and licensed with the Maryland Department of Environment within three (3) years of hire.
Required to participate on scheduled on-call roster.
Positions in this class are considered critical for snow events and county-wide emergencies; and as such the candidate must be available 24/7/365 for emergencies.
QUALIFYING EXAMINATION:
A written test will be administered by the Division of Water & Sewer.
SAFETY: Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations, and applicable Harford County safety policies, procedures, or manuals as required for this position. Employees in this position will be subject to random drug and/or alcohol screenings.

Employees hired on or after 7/1/2010 will have an automatic Retirement Health Savings account made available as the primary retiree healthcare benefit.
