PURPOSE SUMMARY. Responsible for the full range of activities required to write, submit, and manage grant proposals and other submissions which support new and/or existing projects, initiatives and efforts.

 

ESSENTIAL DUTIES.  

1. Research, write and submit grant applications and external funding requests.

  • Research and identify grant opportunities and potential funding organizations.

  • Research and write effective grant proposals and grant reports. 

  • Research needs and evaluate prospects for government and non-government funded grants.

  • Review grant budgets; complete and ensure timely submission of financial   reports, billing and other documents to ensure grant compliance.

  • Compile and prepare statistical reports including cost benefit analysis, surveys, economic and financial benefits, cost estimates, and in-kind estimates for grant applications and ongoing grants.

  • Assist management with presentations to Board of County Commissioners (BOCC) for approval to apply for grants and external funding sources and for acceptance of grants and external funds following County procedures.

 

2. Coordinate the planning and preparation of grant proposals.

  • Draft and complete grant applications in accordance with application requirements.

  • Prepare and comply with all components of each grant submission, ensuring that proposal is formatted, packaged and submitted in accordance with grant agency requirements.

  • Gather and present accurate information to potential funders.

  • Assist in preparing budget plans and allocation along with the finance department in accordance with each requirement.

  • Process change orders, prepare requisitions, Resolutions, and Notice Of Obligation for all grant related activity.

 

3. Assist with the administration of post-award grants and external funding programs to ensure compliance reporting, drawdowns and audit reports.  

  • Coordinate the pre-award planning, organization, preparation, and the post-award administration of various grants.

  • Prepare, review and approve grant drawdowns and close out documents.

  • Coordinate and monitor all grants and external funding activities.

  • Serve as a liaison between grantors and other external funding sources and the Facilities and Services Department.

  • Generate contracts and funding agreements between all involved parties.

  • Set up and maintain grant and external funding files in an organized, readily, retrievable manner.

  • Plan and coordinate project implementation with staff involved to ensure compliance.

  • Report to management the status of each grant and external funding sources quarterly or as required by the BOCC, funding agencies and community residents.

  • Provide documentation of grant-required overview, financial and legal aspects of grant or external funds to funding agency.

  • Comply and review list of grants and external funding sources in progress, with past and current expenditures and revenues and project status to ensure compliance.

  • Evaluate, analyze and disseminate statistical information relating to grant and external funding sources performance and outcomes and as may be required by funding agency.

  • Interact with investigators and administrative staff to ensure grants are in compliance with regulatory, funding agency and policy requirements.

  • Participate in ICIP process as needed.

 

ADDITIONAL DUTIES.  Other duties may be assigned.

 

QUALIFICATIONS.

A. Education. Bachelor’s degree in Public Administration, Business Administration, Accounting, Finance or a related field.  

 

B. Experience. Three (3) years' experience administering, writing, planning, and coordinating grants.

 

C. Education/Experience substitution. In accordance with County policy.  

 

D. Licenses/Certifications. Valid driver’s license.  Must maintain a satisfactory driving record in accordance with County policy.  Grant writer's certification preferred  

 

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Background and driving record check.

 

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of: Public entity procurement in financial procedures; grant funding sources and compliance requirements; different types of grant offerings and structures; applicable state laws, rules, regulations and statutes related to grant administration; principles, practices and techniques of public financial administration and budgeting procedures; modern office practices and of standard office and accounting equipment; research methods and report presentation and grant writing.

 

Skills in: Read, write and mathematical calculations at a technical level utilizing meticulous grammar and spelling; interpret, apply and effectively explain applicable laws, codes, rules and regulations; problem solving techniques; use of personal computers proficiently in areas of word processing, spreadsheets, graphics, scheduling, and financial analysis; and collect and analyze information. 

 

Ability to: Use initiative and independent judgment when related to core functions while at the same time recognize when it is necessary to refer matters to the supervisor's attention; organize and prioritize numerous tasks to meet deadlines; effectively present information at an advanced level and respond to questions from general public and staff, which must be conducted in a courteous and respectful manner at all times; read and interpret reports, regulations, invoices, and other correspondence between state and federal agencies and the County; communicate effectively both verbally and in writing; and establish and maintain effective and cooperative working relationship with others

Compensation Range

$49,032.55 - $81,072.70
