Job Description:

Brief Description of Work:

Under the general direction of the Chief Safety Officer, coordinates and monitors safety related functions to ensure compliance with safety programs, including the Safety Management System, system safety, occupational safety and construction safety in the areas of bus, rail and facilities operations. Typical duties include assisting with safety program development and implementation, safety audits, inspections and investigations.

Essential Function(s):
  • Develop, implement and communicate a comprehensive safety program including the development and implementation of safety committees.
  • Creates and provides a method of measurement for evaluation of the safety program's effectiveness.
  • Reviews and updates safety and emergency plans as needed.
  • Assists in the development of safety procedures and checklists to be used within operations and in the field. Observes routing transportation activities to assure compliance with established safety requirements and regulations.
  • Prepares periodic reports on program progress and makes revisions in curriculum as required.
  • Responsible for the administration of classroom safety and emergency operations training for all employees.
  • Develop bus/skyway shelter, stops, park and ride, and terminal safety programs Investigate contractor performance history and bid standards.
  • Assist field personnel with questions regarding safety.
  • Aid field locations in upgrading-injury/illness prevention plans to reduce injuries.
  • Maintain current incident data and accident investigations.
  • Create internal audit standards.
  • Monitor changes in safety regulations.
  • Coordinate audits and develop follow-up reports.
  • Interact with regulators as requested.
  • Conduct accident investigations.
  • Manages State Safety Oversight of rail/bus and reports to the FDOT/NTD all "reportable" accordingly.
  • Performs mandatory storm/disaster job related functions that are essential to the Continuity of Operations Plan (COOP) and/or the EOC.
  • Performs other duties as assigned.

Minimum Qualifications:

Associates degree and a minimum of five years experience in transportation or heavy industrial safety environment - encompassed of two years conducting compliance and/or safety related activities and two years experience in developing and administering safety, emergency or training programs. Requires 24-hour availability in the event of a disaster.

Preferred Qualifications:

An advanced degree is preferred; but an equivalent combination of education and training may be substituted for a degree. Preference for one of the following: Fire Inspector Certification, Safety Certification i.e. Certified Safety Professional (CSP), Associate Safety Professional (ASP), Associate in Loss Control (ACLM), Associate in Risk Management (ARM) , Specific OSHA Certifications or other Nationally Certified Safety Certification.

Knowledge, Skills and Abilities:
  • Knowledge of the principles, practices, and techniques of safety and emergency planning within the transportation industry.
  • Familiarity with applicable Federal, State, and local codes, statutes, and laws relating to transportation.
  • Certifications such as World Safety Organization Safety Specialist (WSO-CSS), Transportation Safety Institute Transit Safety and Security Program (TSSP), and expertise in FTA Safety Management System (SMS) strongly preferred.
  • Strong working knowledge of National Safety Council, Florida Statute 341.061, Chapter 14-90, System Safety Oversight, OSHA, RCRA, NFPA, EPA, DEP, NIMS, Emergency Preparedness, Continuity of Operations planning, regulations, and standards. Any unknown regulations at the time of employment should be mastered within 12-18 months based on an agreed-upon schedule.
  • Good knowledge of the geography of Duval County service area, including fixed route alignments and markets, street system, traffic conditions, and other factors influencing transit service delivery.
  • Independent functioning in a multi-task environment and teamwork capability.
  • Skill in writing routine reports and preparing detailed cost analysis of operational impacts.
  • Knowledge of operator principles and training methods.
  • Proficiency in reading, understanding, applying, and implementing policies and manuals for effective transit operations.
  • Excellent knowledge of transit operations and procedures.
  • Skill in interacting with various local agencies, such as the City of Jacksonville, JEDC, JSO, Transit agencies, FTA, and other city and state agencies.
  • Proficiency in Microsoft Office Software.
  • Knowledge of Federal Transit Administration drug regulations, including substance abuse and alcohol recognition for reasonable suspicion.
  • Knowledge of employee counseling techniques and collective bargaining procedures and laws.
  • Skill in dealing effectively with the public and resolving complaints tactfully.
  • Competence in supervising the work of union and non-union employees.
  • Skill in identifying and resolving operating problems and conflicts between supervisory and operating personnel.
  • Availability to work flexible shifts, including nights and weekends.
  • Effective communication skills, both orally and in writing, with all levels within the organization.
  • Courteous and professional communication with co-workers, management, and others.
  • Skill in making verbal presentations before a group.

Work Environment/Physical Demands:

The Safety & Emergency Administrator works within an office environment where the noise level is general quiet and within the JTA system demographics. Please note, this role is on-call 24/7. Physical demands may include Sitting and/or standing for prolonged periods. Performing repetitive motion.
