Saint-Gobain is in search of a Sr. Government Contracts Counsel to supports its businesses across the US and Canada. Reporting to the Sr. Associate General Counsel of HPS, the Sr. Government Contracts Counsel will have the responsibility of working with the Saint-Gobain businesses on a multitude of regulatory and Government contract areas and matters. Saint-Gobain businesses, particularly within High Performance Solutions (HPS), engage in robust business with the U.S. Government, often via prime contractors. The role will require the ability to work with multiple teams and individuals across all businesses while advising and providing the necessary leadership for regulatory and government compliance decision making at all levels. The individual will need to be agile and have the ability to influence the businesses through sound decision making skills.
What will you do?
Key Responsibilities include, but are not limited to:
Defining the necessary level of knowledge on existing and emerging regulatory compliance requirements related to government contracting across the organization, including state/local and federal government contract compliance, grants and cooperative agreements, and export controls
Developing an annual compliance work plan that reflects the organization's unique characteristics
Independently monitoring compliance requirements related to government contracting to ensure compliance with current regulatory regimes
Periodically revising the compliance plan in light of regulatory regime changes
Leading the Government Contracts Compliance team
Overseeing and monitoring the implementation of the organization's Government Contracts Compliance program
Providing guidance, advice, and training on applicable regulatory compliance matters and ethics and compliance matters, including cybersecurity regulations, export control regulations, and grants/cooperative agreement compliance
Working independently on government affairs as needed, while also utilizing outside counsel for subject matter input when needed
Identifying risks that an organization faces and advises on how to avoid or address them
Interacting with regulators on compliance issues
Coordinating efforts related to audits, reviews, and examinations
Coordinating internal compliance review and monitoring activities, including periodic reviews of businesses engaged in government contracting
Independently investigating and acting on matters related to compliance
What do you bring?
4-8+ years of leadership experience in a government contracts compliance function
J.D. and admitted to practice in at least one US state or Washington D.C
Experience with implementation of compliance programs relating to federal and state/local government contracting and interacting with regulatory authorities, including programs for compliance with cybersecurity regulations, export control regulations, and grants/cooperative agreement regulations
Substantial experience with developing and administering government contracts and cybersecurity compliance programs and ethics and compliance programs, and with interpreting, communicating and operationalizing applicable laws and regulations
Ability and desire to grow and work independently on government affairs as needed, while also utilizing outside counsel for subject matter input
Exceptional organizational, leadership, and problem-solving skills
Strong ability to form, mentor, and manage efficient teams across a highly matrixed organization
