Fincantieri Marinette Marine, a Fincantieri Marine Group Company, is a progressive shipyard specializing in building ships for the United States Navy. We currently have an opportunity for a Sr Manager of Subcontracts at our Marinette, WI location.
POSITION SUMMARY
This position will be responsible leading a team for subcontractor sourcing, strategic source selection, construction and implementation of effective long term subcontractor agreements, resultant subcontractor compliance with those agreements, and overall management of supplier cost, schedule and technical performance while interfacing with program functional organizations and supplier management. In this role, you will ensure your subordinate staff is adequately trained and adept at performing the duties of DFARS compliant supplier source selection, negotiations, documentation and purchase order/subcontract placement. You will also lead the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services, incorporating performance rating criteria designed to drive the desired subcontractor behavior. Additionally, you will ensure that your team is adequately trained and adept at preparing constructive bid packages, conducting bidder conferences, analyzing and evaluating proposals, and negotiating and administering subcontracts.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Evaluate the current supply base for major commodities and develop new or existing suppliers to support future requirements.
Analyze the supply base and spend, leveraging the company's buying power to exert downward pressure on supplier prices while maximizing performance and quality.
Enhance policies and procedures with relevant continuous improvement metrics to ensure successful completion of key phases of the Subcontract Management process that are expected to be owned primarily by the Subcontract Management team for the respective area under management, such as:
The development of the Statement of Work (SOW), including the collaboration and coordination with relevant Planning resources
The post-award Start-up of the selected Subcontractor, including the Post Award Conference (PAC)
Own the execution of the Subcontract and the performance management of the Subcontractor activities, including:
Ensure receipt of Key Performance Indicators and other deliverables
Prepare for and conduct Production Readiness assessment for subcontracted scope -- weekly or as needed
Prepare for and conduct internal SMT meetings (weekly or as needed) and external Subcontractor status reviews (monthly)
Facilitate resolution of issues impeding Subcontract performance in terms of cost and schedule
Interface with intra-company functions to facilitate business-wide understanding of subcontractor terms and obligations, contractual management techniques, and effective processes for redirecting performance degradation
Prepare and implement an acquisition strategy at the program level, including periodic review and adjustments as necessary to track with the dynamics of the project's maturity
Support respective Buyers during the RFP development, RFP negotiation and Contract Management phases
Oversee timely Subcontract Progressing and Close-out activities, including:
timely management of WPAC forms
administration of change
support verification and resolution of outstanding claims or disputes
Maintain respective area of the Outsourcing Matrix
Analyze cost reports regularly with respect to subcontractor performance in terms of cost and schedule, signaling cases of potential overruns, proposing corrective actions, and facilitating implementation with required functions (eg. manufacturing and/or purchasing)
Assist in the resolution of supply problems and supervise the follow-up and expediting of supplier deliveries
Plan and promote staff participation in company training programs and professional development activities, both within and outside the Company.
Ability to establish objectives, performance criteria, procedures, and measure regarding subcontract administration.
Ability to establish effective working relationships between subcontract management, suppliers and user departments.
Consults with all segments of management responsible to and makes recommendations for improving the effectiveness of policies and practices.
Establish and maintain department budget. Manage activity in an effort to close out the year at or below established budgets.
Foster a policy of procurement involvement with Contracts, Engineering, Purchasing, Manufacturing, Quality, Production, Planning and Scheduling, Accounting, MIS, Program Management, and Business Development/Capture to develop a pro-active participating team on subcontractor and/or materials-related issues.

SKILLS:
Thorough knowledge of ISO Procedures; past experience in ISO management is desired.
