Seeking a Program Manager to be the Primary Point of Contact (POC) for the entire contract, overseeing both the overall program and the individual Task Order projects within it. This role is responsible for managing multiple, often large and complex, government technical projects simultaneously, ensuring that all Task Orders are delivered on time, within scope, and within budget. The Program Manager leads the Task Order Project Managers, ensuring that their efforts are aligned with the broader program goals and that they meet the customer's requirements and quality standards. This is a technical program management role, requiring experience in managing complex, multi-faceted government contracts.
Key Responsibilities:
Serve as the primary liaison between the company and the customer, ensuring clear and effective communication throughout the program lifecycle.
Manage the overall program (contract) and oversee the execution of all Task Order projects, ensuring they meet or exceed customer requirements and contractual obligations.
Lead and mentor Task Order Project Managers, providing guidance and support to ensure successful project execution across all Task Orders.
Develop and maintain the program management plan, including timelines, budgets, resource allocation, and risk management strategies, across multiple Task Orders.
Ensure that all Task Order projects are delivered on time, within scope, and within budget, while adhering to quality standards and requirements.
Monitor program and project progress, conducting regular reviews to assess performance, identify risks, and implement corrective actions as needed.
Coordinate cross-functional teams and resources to ensure that all aspects of the program are aligned and that projects are integrated seamlessly and resources appropriately.
Prepare and present regular status reports and presentations to stakeholders, highlighting key milestones, challenges, successes, and any necessary adjustments to the program strategy.
Ensure compliance with all contractual requirements, maintaining thorough documentation and audit trails for the program.
Drive continuous improvement across the program by identifying opportunities for process enhancements, cost savings, and risk mitigation.
Qualifications:
Education: Bachelor's degree in Project Management, Business Administration, Engineering, Information Technology, or a related field. A Master's degree is preferred.
Experience: At least 7-10 years of experience in program or project management, with a proven track record of successfully managing large and complex government contracts. Experience managing multiple Task Orders simultaneously is essential.
Certifications: Project Management Professional (PMP) certification is highly desirable. Other relevant certifications such as Certified ScrumMaster (CSM), PRINCE2 Practitioner, or equivalent certifications in program management are desirable.
Skills: Strong leadership and organizational skills, with the ability to manage and mentor multiple Project Managers effectively. Extensive experience in managing large, complex government projects, with a deep understanding of government contracting and regulatory requirements. Excellent communication and interpersonal skills, with the ability to interact effectively with both internal teams and government stakeholders. Proficiency in project management software (e.g., MS Project, Jira) and a solid understanding of budgeting, financial management, and risk management. Experience in technical program management, particularly in areas relevant to the program's scope (e.g., IT, engineering, cybersecurity).
