POSITION DETAILS: This work is to provide administrative functions or program support services where the products to be generated by the services are subject to control by established TOC program controls and review/approval processes. The intent is full time positions. The successful candidates will perform subcontract and purchase order closeouts. Closeout actions will require review of not only contract files, but reviews of required vendor submittals to ensure full completion of contract scope.
DESCRIPTION OF WORK:
Closeout subcontract files including:
Review of Master Submittal Registers for acceptance of vendor submittals
Review of vendor payments and obtaining Vendor Release of Claims
Review of all subcontract documentation for complete and accurate files and ensuring those files are accurately transferred to the Records Holding Area (IDMS)
Conduct assessments of various procedures and practices to ensure procedural compliance.
Required Qualifications/Skills Education: High School Diploma (or GED) is required.
Required Experience:
5 years of Contracts/Procurement or related experience.
Good working knowledge of Word, Asset Suite. IDMS, and Excel software packages.
Knowledge of and experience in the Government acquisition and procurement environment.
Subcontractor shall have experience, skill and expertise in tasks involved in the formation of subcontracts and purchase orders, solicitations, administration, and experience in contract closeout activities including and understanding of the Federal Acquisition Regulations (FAR) regarding closeouts.
Must understand contracting rules, laws, and procedures including FAR's and DEAR's.
Subcontractor shall demonstrate strong oversight and review capabilities with a strong knowledge of federal procurement regulations.

Training: The individual assigned to this task must complete HGET in order to obtain a work approved site badge.
Work Location/Potential Access: The work location for this project MAY requires the subcontractor to work in multiple buildings located within the Tank Farms Contractor's management and will require a security badge.
Site Access/Work Hours:
Work a standard 4/10 schedule. The standard work week consist of ten (10) hours of work between 6:00 a.m. and 4:30 p.m. with one-half hour designated as an unpaid period for lunch, Monday through Thursday. Work performed outside normal operating hours shall be coordinated and approved by the Level 1 Manager prior to performing the work.

Preliminary hazard assessment PHA ID: 31 is to be used for general office duties performed in TOC-controlled office facilities only. Prior to performing any activities outside of the office facility, a job hazard analysis (JHA) must be completed to cover the activities to be performed. The JHA must be approved by a TOC Safety Representative.
