Job Description:

SBG Technology Solutions, Inc. is seeking an experienced Mid-Level Systems Engineer to join our team in San Diego, CA. You will apply knowledge and expertise to perform technical engineering support for the Undersea Communications and Integration Program Office (PMW 770). You will apply knowledge and expertise to perform technical engineering support to acquire security engineering, Model-Based System Engineering (MBSE), and systems engineering support services associated with the development, procurement, fielding, integration, modernization, and sustainment of the various submarine communications programs of PMW 770 and Nuclear Command, Control, and Communications (NC3) programs or commands with direct ties to PMW 770 programs or the NC3 Lead Capability Integrator (LCI) role including but not limited to the following organizations:


  • Naval Information Warfare System Command Chief Engineer (NAVWAR 5.0)

  • United States Strategic Command (USSTRATCOM)

  • Commander Submarine Force (COMSUBFOR)

  • NC3 Enterprise Center (NEC)

  • Naval Information Forces (NAVIFOR)

DUTIES AND RESPONSIBILITIES: 


  • Oversee the creation of hybrid software, web and hardware products from initial specification to final rollout and maintenance.  Products are often sophisticated systems that run on the web. 

  • Responsible for integrating various network operating systems, application programs and hardware devices.

  • Managing the development cycle associated with producing resilient software, hardware and web application, including specification, design, coding, testing and maintenance.

  • Be concerned with an entire project in addition to the technical aspects of the project, must also consider details such as cost, schedules and technical issues associated with the project.

  • Participate in the preparation of Life Cycle Cost Estimates (LCCEs) to document or review the detailed program costs associated with systems, security, and model-based systems engineering activities to include enhanced capability development efforts, Systems Engineering Technical Review (SETR) events, Assessment and Authorization (A&A) activities and all issues affecting cost, schedule and performance.

  • Provide input in the preparation of spend plans, budget exhibits submissions, and program submission to Program Objective Memorandum (POM) process.

  • Collaborate with the APMs, Program Office Fleet liaison, and other government representatives, sponsors, and stakeholders (e.g., Ship Acquisition Program Manager (SHAPM), other program offices, Submarine Warfare Federated Tactical Systems (SWFTS), Non-Propulsion Electronics System (NPES), Columbia Class, and NC3 reviews) to address submarine communications related integration, testing, planning and resolution of technical and integration issues prior to deployment.

  • Provide technical assessment of Analysis of Alternatives (AoAs) identifying impacts, options and recommendations. Assist and provide guidance in the engineering designs, technical assessments, cybersecurity assessment, threat and risk assessments, penetration tests and assessments, and Red Team assessments for the development program requiring review of classified vulnerability, threat, and mission impact reports provided by assessment agencies.

  • Coordinate and participate at the Integrated Product Team (IPT) meetings, internal and external meetings such as the NAVWAR Common Services Governance Sub-Working Groups, System Engineering Team (SET) Working Group (WG), Submarine Communications Working Group (SCWG), weekly PMW 770 Security Working Group (SECWG), Allied Submarine Network Interoperability Working Group (ASNIWG), Columbia Class Cybersecurity Technical Advisory Board (CLB CSTAB), Broadcast Control Authority (BCA) or other programs’ architectural meetings, Program Management Reviews (PMR), Transport Programs IPT, Networking IPT, Other Program of Records (OPORs) IPT, router configuration policy, security architecture, shore modernization, end-to-end assessments, and messaging, to ensure system engineering, security engineering and cybersecurity are fully addressed in the early planning process and throughout system development.

  • Ensure guidance is consistent with program strategies and use MBSE-enabled techniques to develop submarine environmental, functional, and derived system requirements, integration requirements, resiliency considerations, and enhanced capability restrictions and shall work with NAVWAR 5.0 TA to ensure adherence to specifications and standards.

  • Prepare, review, and update system engineering documents to include, but not limited to, the Initial Capability document (ICD), Capability Development Document (CDD), Capability Production Document (CPD), Top Level Requirements Document (TLRD), Cybersecurity Strategy, System Engineering Plan (SEP), Technical Development Strategy (TDS), Program Protection Plan (PPP), Information Support Plan (ISP), Human Systems Integration (HSI) Plan, Programmatic Environmental, Safety, & Health Evaluation (PESHE), SCRM Plan, Standard Operating Procedures (SOP), maintenance standards, manuals, curriculum, Cybersecurity and Operational Concept (OPCON) Documents, continuity plans, and Security Classification Guides (SCG). Ensure these engineering documents complies with the most recent guidance and instructions

  • Compare systems specifications against Navy Fleet requirements, interface with other PMWs and Navy organizations to develop Memorandums of Agreements (MOAs) and address Fleet issues. Provide systems engineering support in the areas of crypto modernization, System of Systems (SoS), networking, radio terminals, manned and unmanned systems, submarine antennas and shore based strategic systems.

  • Identify and manage systems engineering problems; networking issues; transport issues, identify and document risks, issues, and opportunities; provide mitigations and contingency plans; and follow through mitigating risks and issue resolution.

  • Document processes for systems’ baseline management and change management. Align baseline changes, Engineering Change Requests (ECRs), Ship Specification Change Requests, Temporary Alterations (TEMPALTs) with the MBSE baseline. Review the baseline changes, ECRs, Ship Specification Change Requests, Ships Alteration Requests, TEMPALTs, Installation Design Plan (IDP) and provide comments identifying engineering and cybersecurity impacts to include potential design options.

  • Conduct architecture validation site visits, including staff in-briefs and out-briefs, capturing action items, and detailed trip reports with updated site C3 system architecture.

  • Review, provide comments, and update the VIRGINIA, COLUMBIA, and future submarine classes Functional Requirements Documents (FRD). Track the Exterior Communication Systems (ECS) Commitment Item Status and provide weekly status update.

  • Prepare technical documentation for milestone decision, SETR events, reviews, assessments and evaluations. Produce technical documentation from MBSE models, ensure documentation is accurate and consistent with the MBSE models, and recommend changes when errors are identified.

  • Individuals working for SBG Technology Solutions, Inc, a DSS, Inc. will be subject to security and privacy requirements as explained in HIPAA, FedRAMP, and NIST 800-53. Additionally, they are required to undergo specific FedRAMP training to ensure compliance with all associated controls and responsibilities in the day-to-day performance of their duties. Individuals working in departments that are considered to be in the high-risk category will be required to undergo advanced training based on their role and level of access. Individuals with access to modify data and the configuration baseline will require further training.

  • Active Top-Secret Clearance or Top-Secret Clearance, eligible.

Education: Required:  Bachelor’s level degree in any engineering discipline.

Years of experience in a similar role:

Required:


  • Minimum seven (7) years professional experience in systems engineering.

  • Minimum five (5) years experience with Naval systems engineering technical reviews, drafting Naval systems engineering documents and coordination of systems test and evaluation. 

  • Minimum five (5) years experience in enterprise architecture in establishing an organization’s IT infrastructure, maintaining and updating IT hardware, software and services to ensure it supports established enterprise goals.
