Business Process Consultant Task List: Contractor, through the selected candidate, must perform the following tasks as assigned by the Client's Contract Manager and described in the list below:
Prepare deliverables identified by the Client's Functional Manager, within the timeframe specified by the Contract Manager(s). Deliverables the Contractor will be responsible for producing include, but are not limited to:
Current (AS IS) business process and customer journey maps
Process Improvement Logs
Requirements for Future (TO BE) business processes and customer journey maps
Process-focused Gap Analysis
Solution-focused Gap Analysis
Information Technology (IT) Solution Requirements
Business Process Models (Diagram and Narrative)
Entity Relationship Diagrams (ERD)
Data Dictionaries
Data Flow Diagrams
Business Process Re-engineering (BPR) Plans
Remediation Implementation Plans
Cost Benefit Analysis
User Stories
Acceptance Criteria
Business Cases
Test Cases
Comply with Client's Administrative Policies and Procedures by working directly with the Department's Contract Manager throughout the PO term.
Prepare ISDM or SDF documentation that indicates the project complies with Client policies and procedures. Apprise Client staff on ISDM or SDF information as directed by the Department's Contract Manager.
Communicate relevant information to project teams and stakeholders in a timely manner.
Facilitate meetings throughout the term of the PO. At a minimum, meeting responsibilities include:
Proofread meeting documentation to ensure use of proper grammar and consistent font styles.
Attend the meeting and communicate with attendees in a clear, concise, and constructive manner.
Provide meeting documentation in the format designated or approved by Client.
Make necessary meeting arrangements and create needed artifacts to fulfill meeting objectives.
Create a meeting agenda and send it to attendees in advance of the meeting.
Keep meeting notes highlighting key action items and decisions and indicating clear due dates with any next steps needed. Send copies of the meeting notes to attendees within three (3) Business Days following the meeting.
Address project team conflict and communication problems proactively.
Review required documentation evidencing the deliverable for completeness and correctness before submitting to the Project Team and Stakeholders. Obtain acceptance and approval of deliverables from the Contract Manager and appropriate Stakeholders.
Preference: Preference will be given to candidates who are local to Florida. Candidates who have experience in DevOps and Dynamics 365.
Skills:
To accomplish the work outlined above, Client requires an experienced Business Process Consultant with the following skills and experiences listed below. This list is not exhaustive; nor are all skills required. Technical Skills, written and verbal communication, and experiences will be the basis for evaluation of responses to the RFQ.
Minimum Qualifications:
Ability to communicate effectively (verbally and in writing) with Department staff at various levels.
A minimum of ten (10) years of IT business/industry work experience.
A minimum of seven (7) years of experience in performing business analyses on IT projects.
Experience in the use of Microsoft Visio for creating the process model diagrams.
Experience with Agile and Dev Ops methodologies.
Experience translating business requirements into use cases/user stories and acceptance criteria.
Experience creating test cases based on user stories and acceptance criteria.
Preferred Experience:
Skills and experience in conducting meetings with individuals and groups of people to discuss business processes. The people involved may be at the manager level or end user level. People may be business-oriented or technical (IT) staff. The contractor will be expected to be the lead in all meetings and discussions related to their analysis. Experience with Joint Application Development (JAD) techniques is beneficial.

Educational qualifications meeting at least one of the following levels:
A minimum of a bachelor's degree in Computer Science, Information Systems, Business Administration, or another related field.
Equivalent work experience.
Requests for time off or schedule variance must be approved by the Client contract manager.
Deliverables:
The Contractor must perform the tasks listed in the Business Process Consultant Task List, as requested by the Client. The Contractor must invoice these tasks in one-hour increments and provide evidence of their performance by submitting the applicable type of required documentation detailed in the list below. Complete and submit all documents in a format compatible with Microsoft Office 2016, or newer to the Client's Contract Manager as specified in the timeframe provided below.
Status Report: Detail the status and level of service provided to the Department, and the projected completion date for each assigned task. Submit this report weekly.
Time Reports: Detail tasks worked on each day and the hours spent on each task. Submit this report weekly.
Technical Documentation: Submit completed technical documentation, that evidences all work performed complies with the Client policies, procedures, and technical standards provided by the Client's Contract Manager. Information contained in the technical documentation must also facilitate the transfer of knowledge to Client staff that is necessary to maintain the system(s). Technical documentation must be satisfactorily completed within the response time specified by the Client's Contract Manager.
Prepare and submit any other documentation required by the Department's Contract Manager.
Performance Measures: The Contractor must provide the deliverables and required documentation in accordance with the Business Process Consultant Task List, subsections A and B, as outlined above.
Acceptance of Deliverables: The Contractor must submit the required documentation evidencing the deliverables, listed in the Business Process Consultant Task List, subsection A, above, to the Client's Contract Manager for review and approval. Failure to accept a deliverable within ten (10) Business Days constitutes non-acceptance by the Client unless stated otherwise by the Client's Contract Manager in writing. If subsequent work that is the responsibility of the Contractor invalidates some or all of the contents of a deliverable, the Client reserves the right to require the Contractor to revise deliverables previously approved at no additional cost to the Client, or to reject current deliverables based on inconsistency with the SOW.
Facilities and Equipment: The Contractor will perform the tasks and responsibilities referenced herein on-site, in the Client's Tallahassee office. If the Contractor uses its own computer laptop, the equipment will be subjected to a security review by the Client to ensure it is free of software viruses and does not otherwise pose a security threat prior to connection to the Client's network. The Client will facilitate the Contractor's on-site performance by providing items including, but not necessarily limited to: working facilities, development and testing environments, equipment and licenses, access to the Client's network, and internet connectivity. Telework may be approved at the discretion of the Contract Manager. The Department prefers a local candidate; however, a hybrid schedule may be approved based on assignments.
