THE TEAM & THE ROLE
The Enterprise Services group within FRFS is seeking a Finance Manager to lead the Portfolio & IT Finance team. Enterprise Services provides critical business functions for the FRFS organization, including Strategic and Financial planning, Risk and Compliance, Vendor Management, Legal counsel, Enterprise Support, Employee Experience, and Diversity, Equity, and Inclusion (DE&I).
The Finance Manager will lead the Portfolio & IT Finance team and oversee a team of analysts with responsibility for budgeting, financial reporting, strategic alignment and progressing the continued evolution of FRFS’ agile transformation in a complex and fast paced environment.
Job Responsibilities:
Provides senior management with financial analyses for timely and effective decision making
Provides data for and/or assists in establishing major financial objectives and policies for FRFS Finance in partnership with other areas of the Enterprise
Prepares/Reviews reports that outline the FRFS' financial position in areas of application development (e.g. contra and capital)
Prepares/Reviews reports that outline FRFS’ major programs’ financial position in areas of application development and provides thought leadership on program management processes (e.g. workforce planning and change control)
Manages key internal relationship to progress the Finance strategic partnership model with different areas of the Enterprise
Manages key external relationships to influence process improvement and standardization across the Federal Reserve System
Upskill the Finance team to be better versed in agile frameworks and FinOps and support FRFS Technology in their continued agile transformation
Requirements:
Must be a US Citizen or Green Card holder with the intent to become a US Citizen
An undergraduate degree in Business Administration, Finance, Economics, Accounting or other related field
Typically, 7+ years of relevant work experience in financial management/planning and accounting; 5+ years of experience managing/leading teams as a formal people leader or a scrum master with preference to have experienced both
Fundamental executive strategic thinking and ability to communicate complex concepts to senior leaders to inform decision making and advocate for change
Fundamental ability to develop a team of analysts with diverse skillsets and differing levels of experience; the ability to identify opportunities to empower the team and provide them ways to control and direct their work
Advanced interpersonal and consensus-building skills and ability to build trusting relationships within the FRFS and with external stakeholders with individuals at varying levels of the organization including senior leadership
Expertise in Excel, and Microsoft Office suite applications as well as Tableau

Accountability – frequently reviews financial position against budget metrics and milestones and proactively guides the organization
Development – continuously identifies areas for development for the team and fosters a culture of continuous improvement
Preferred Qualifications:
Preference will be given to candidates that are local to or willing to relocate to SF or LA.
Preference for experience both as a formal manager and experience as a scrum master.
