Program Manager ASalary: $50,328 - $67,716Classification: Program Manager AReports to: Director of Procurement and Central Service

This position supervises an organization which provides a variety of central services; these services may include but not be limited to services provided by central duplicating, mail distribution and collection, central receiving and storage, limited campus office supply, manages college archives, oversees capital equipment inventory and tagging, and oversees equipment usage in duplicating services and supports surplus as needed. This position also provides courier services to all Olympic College campuses including the PSNS apprenticeship program, and the Purdy corrections facility program.Essential Functions



  • Supervise support staff in duplicating & central services.

    • Evaluate staff on a regular basis and provide timely feedback.

    • Provide initial training on safety and equipment to identify and how to properly report safety hazards and properly use equipment and provide updated training as needed.

    • Develop program goals and objectives, implement strategies for delivery of services, monitor effectiveness of services, and ensure compliance with organizational regulations and policies

    • Collaborate with and recommend department strategies with Director of Purchasing and the Chief Financial Officer to ensure departmental goals are carried out




  • Coordinate day-to day operations of central services regarding labor usage and equipment needs.

    • Prepare necessary reports concerning additions, deletions, and modifications of manpower utilization procedures, and equipment based upon cost benefit analysis and demands for services to ensure we are utilizing the most affordable tools to complete work.

    • Research and compose documentation representing cost/benefit analysis to reevaluate equipment and services provided to faculty and staff in order to extend the Xerox lease.

    • Collaborates with Director of Procurement and Central Services to maintain inventory and distribute copy paper in accordance with applicable RCWs to ensure compliance.



  • Maintain college archives and oversee distribution and inventory of capital equipment.

    • Maintain the chain of custody documents for archives and the retention and destruction calendar to ensure in compliance with OFM & SAM regulations.

    • Prepare asset tags for equipment and apply or distribute them to the receive department and logs into established excel spreadsheet to ensure accurate documentation.

    • Conduct a fiscal inventory of capital equipment every two years and analyze findings to ensure in compliance with Financial Asset Management manual and log findings to ensure accurate documentation.



  • Resolve routine and/or complex operating problems and assists with budget maintenance in assigned area.

    • Coordinate with business office to resolve cost issues related to printing needs to ensure issue are addressed in a timely manner.

    • Coordinate vendor services to perform routine maintenance or resolve equipment issues to ensure equipment is functioning properly and any issues are resolved in a timely manner.

    • Check spending reports for accuracy to ensure within allotted budget and report discrepancies to supervisor.



  • Facilitate Distribution of mail and items shipped to main, branch campuses, PSNS, and corrections facility and/or oversee distribution of mail and incoming shipments via courier.

    • Accept parcels and mail and sort for delivery to ensure they are delivered to the appropriate personnel.

    • Check unidentifiable mail to determine where the mail should be delivered by collaborating with supervisor or appropriate personnel.

    • Deliver mail daily to the appropriate personnel within 24 hours of receiving the item.



  • Other duties as assigned.
  • Qualifications

    Minimum Qualifications:

    • High school diploma or GED

    • 2 years of experience in a supervisory role.

    • Valid driver's license.

    • The ability to lift and move up to 75 pounds.



    Preferred Qualifications:

    • Bachelor's degree with course work in business accounting or equivalent.

Only candidates who are currently authorized to work in the United States will be considered.This is a full-time classified position scheduled to work 40 hours a week, with a salary range of $50,328 - $67,716. All classified positions will start their salary at Step A, when you have completed six months of probation, you will receive a 5 percent pay increase. A collective bargaining agreement exists, and this position is covered by the Washington Public Employees Associate (WPEA) Union.
