Job Description:
The ideal candidate will accurately, efficiently, and in a timely manner direct the administration of public and private contracts from project inception through completion.
Experience/Knowledge Required:
Over 3 years and up to and including 5 years to become familiar with different aspects of heavy highway construction, administering public and private work contracts of large scale.
Broad knowledge of heavy highway construction and knowledge and ability to read and interrupt legal contracts.
Duties require broad conceptual judgment, initiative and the ability to deal with complex factors not easily evaluated and to make decisions guided by precedent and within limits of established policies.
Regularly works with confidential data of major importance such as product costs, individual wage and salary rates, production schedules and profit margins which, if disclosed, might be detrimental to the company's interest.
Outside and inside contacts involving carrying out organizational policy and programs and influencing others where improper handling would have a marked effect, contacts also involve dealing with persons of higher rank requiring explanation, discussion, persuasion and obtaining approval, considerable tact required.
Probable errors may be serious and involve major expenditures for equipment, material of products or loss of important customer accounts. Errors would involve losses such as improper costs, loss or holding up production, waste of material, damage to equipment and rework. Effect of errors would not only be confined to the company but could cause an adverse effect on outside relationships, work requires considerable accuracy and responsibility.
Physical/Mental Demands:
Occasional lifting or moving of average weight material around 25 pounds.
Position requires the ability to express or exchange ideas by means of the spoken word and the ability to perceive sounds and receive detailed information through oral communications and over the telephone.
Must concentrate mental and visual attention closely on work for sustained periods of time.
Responsibilities:
Review contracts and determine proper billing; due date and proper forms required as specified by client.
Supervise and direct bill preparation prior to submitting to client for payment.
Coordinate work between accounts administrative and operations departments.
Coordinate activities between accounts receivable and construction management departments.
Verify quantities submitted on daily reports for hourly and contract accounts prior to billings. Prepare work on hand report and monthly accruals report.
Review all accounts receivable and assist construction management department with the vigorous collection procedures to collect all delinquent accounts, advising the chief executive officer and construction management of all accounts overdue or any unusual circumstances concerning an overdue account.
Assist company in matters requiring legal advice due to contract conflicts.
Study and be knowledgeable of all local ordinance and laws concerning construction and related activities to ensure laws are taken into consideration during the bidding process.
Establish and maintain customer relations through timely servicing of clients and the promotion of the company's name and reputation.
Position may have construction management responsibilities. Refer to the construction management job description if this is applicable.
Direct all staff personnel in the following areas; using equipment in a safe and proper manner, improving job performance, controlling cost and quality work, increasing productivity, improving communications, selecting training and developing personnel and adhering to policies and procedures.
Cooperate with the human resources and risk management departments being knowledgeable as to all aspects of safety, OSHA, Equal employment, and affirmative and insist upon compliance among all assigned personnel.
Assist executive committee with long range planning and fiscal responsibilities.
Confer regularly with leadership on progress and problems requesting advice and counsel as needed, carry out additional duties as assigned by the Leadership and Operations teams.
