Marathon TS is looking for a Program Analyst - III (PA-III) that oversees the operational planning, establishment, execution, and evaluation of a multifaceted division for our client. The PA-III will support a multi-disciplined team that executes critical aspects of program acquisition support and general operations for both active and closure candidate client cases.
Essential Duties & Job Functions:
The Program Analyst - III (PA-III) will provide non-personal services support to FMS case managers and assist with the monitoring of all aspects of FMS case execution.
FMS Program Support.
The contractor shall provide non-personal services support to FMS case managers and assist with the monitoring of all aspects of FMS case execution.
This consists of the following activities in support of final Governmental decision authority, workload estimates for these activities will be provided with each task order.
FMS Case Documentation.
The contractor shall develop and maintain FMS program briefings, correspondence, action item (AI) trackers, and supporting project materials such as foreign disclosure (FD) processes and request letters.
This includes assisting with FMS case file management activities.
FMS Case Tracking. The contractor shall track assigned FMS case line item milestones from implementation, execution, and line/case closure.
FMS Reports . The contractor shall prepare specialized FMS reports, evaluate case unique documentation and provide recommended courses of action (COAs) to the Government.
Program Reviews and Meeting Support .
The contractor shall prepare for, and participate in, program reviews, support meetings, ceremonies, and official visits.
The contractor shall develop and provide staff with read-ahead binders, identification of potential issues, briefings, meeting minutes, and reports pre- and post-formal meetings with, or in support of, FMS programs.
Support shall ensure appropriate protocols are rendered and official procedures are followed.
Risk Assessment .
The contractor shall review case requirements and provide country and project specific recommendations to enhance FMS case execution and reduce risk exposure at the task order level.
Assess project risk elements and provide recommendations for mitigation of concerns affecting those projects.
FMS Program Logistics Support.
The contractor shall provide non-personal services for physical logistics support to FMS case managers.
This consists of the following activities in support of final Governmental decision authority, workload estimates for these activities will be provided with each task order.
Transportation Support.
The contractor shall identify, plan and coordinate the transportation of weapon systems, platforms, and secondary items procured or requisitioned under the FMS program.
This includes the identification and coordination of requirements for freight management, including commercial carriers, storage, and packing and handling of assets to point of delivery or in support of training exercises, expositions, and other events.
FMS Program Resource Management Support .
General operations support services to the MCSC IP FMS Division portfolio of programs.
The contractor shall assist, conduct research, and provide recommendations on all aspects of FMS case development, execution, and closure in accordance with DoD policies and regulations.
Meetings and Conferences .
The contractor shall coordinate, prepare for, and participate in program reviews and meetings.
Develop meeting agendas, assist with briefing charts, provide audio-visual setup, and administration.
Provide meeting support, record and publish minutes and action items.
Accountable For
Oversee the management of comprehensive and accurate products timely submitted according to the Contract Data Requirements Lists (CDRL) to the customer.
Maintain effective working relationships with the Safety and Quality Control departments.
Exercise sound independent judgment.
Analyze problems, identify alternative solutions, predict consequences of proposed actions, and implement recommendations in support of company goals.
Establish and maintain effective working relationships with all Government FMS and Chugach Team members.
Communicate clearly and concisely, both orally and in writing
Keeping the Project Manager apprised of unique situations and problems encountered.
Timely and cost-effective performance of duties.
Harmoniously working with other Chugach employees and customers.
Job Requirements (Education, Experience, Professional Associations):
Mandatory
Demonstrated ability and experience to perform PA-III duties with similar scope of work.
Bachelor's degree or two years Acquisition experience
Basic working knowledge of the FAR.
Ability to operate office equipment and use Microsoft Office Suite including Word, Excel, PowerPoint
U.S. Citizenship.
Valid U.S. Passport
Ability to obtain a Secret security clearance.
Preferred
At least three to five (3-5) years of experience in Foreign Military Sales and project management.
Knowledge of labor and cost tracking.
Customer service experience.
Working Conditions:
This position is primarily performed in an office setting using standard office equipment (desk, computer, phone, printer, copier, etc.).Work may require occasional weekend work, evening work, CONUS, and OCONUS travel.
Physical Requirements:
Work requires the ability to operate a computer and work in a standard office environment, effectively communicate information in verbal and written form, read and review information and charts, perform analytical thinking skills, use sound judgement. Ability to sit, stand, walk for extended periods and the ability to lift 50 pounds.
