GENERAL DESCRIPTION

The Director of Executive Project Management Office for the Office of the Attorney General (OAG) oversees multi-division projects for the Administrative and Legal divisions of the OAG. The Director serves as the Chief of the Executive Project Management Office by providing a standardized, agency-wide approach to identification, prioritization and successful execution of substantial, complex projects and initiatives. Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May direct, assign, and evaluate the work of project staff.

ESSENTIAL POSITION FUNCTIONS
  • Manages the staff of the Executive Project Management Office by assigning work; supervising; making personnel action decisions (e.g., hirings, separations, merit salary increases, promotions); promoting and overseeing staff training and development; conducting corrective actions; evaluating employees; and performing other supervisory functions
  • Directs, develops, and evaluates projects using accepted project management methodologies.
  • Initiates multi-agency or enterprise-level projects, obtains authorization and commitment, and demonstrates business need and project feasibility.
  • Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments
  • Develops and implements plans to communicate project methodology and processes to interested groups and team members.
  • Develops project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
  • Reviews and recommends proposals and bids to management.
  • Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.
  • Creates documentation procedures to capture and manage changes in original project plan.
  • May testify before legislative and interested groups on project status and other issues of public interest.
  • May direct, assign, and evaluate the work of project staff.
  • Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
  • Complies and distributes project information, project status reports, and project budget expenditures.
  • Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners.
  • May occasionally oversee multiple projects concurrently.
  • Performs related work as assigned
  • Maintains relevant knowledge necessary to perform essential job functions
  • Attends work regularly in compliance with agreed-upon work schedule
  • Ensures security and confidentiality of sensitive and/or protected information
  • Complies with all agency policies and procedures, including those pertaining to ethics and integrity

Qualifications

MINIMUM QUALIFICATIONS
  • Education: Graduation from high school or equivalent
  • Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: Project Management, Public Administration, Data Science and/or Business/Data Analysis
  • Experience: Ten years of full-time experience working in the following (or closely related) fields: Project Management, Public Administration, and/or Business Analysis
  • Knowledge of project management theories and practices applicable to projects that are highly complex in scope; systems and procedures used to evaluate a third-party vendor's performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken
  • Skill in project management monitoring, addressing changes in scope and budget, and the use of a computer and applicable software
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines
  • Effective oral, written communication, developing presentations, working with others to develop ongoing projects
  • Skill in exercising sound judgment and effective decision making
  • Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; to communicate effectively; and to direct, assign, and evaluate the work of project staff

  • Ability to arrange for personal transportation for business-related travel
  • Ability to work more than 40 hours as needed and in compliance with the FLSA

PREFERRED QUALIFICATIONS
  • Education: Master's or PhD in Computer Science, Statistics, Analytics, or Information Systems.
  • Experience: Five plus years' experience in Data Science/Analysis.
  • Knowledge: Leverage modeling, statistics, and machine learning expertise to maximize business value from data.
  • Skills: Ability to work with complex database software, business intelligence programs, statistical software.
  • Abilities: Create modeling, predictive presentations, uncover hidden trends, quantify unknowns, maximize business value,
  • Certifications: Certified Data Scientist, Certified Analytics Professional (CAP) or equivalent.
