Trade Compliance Officer FLX US

Arlington VA- Remote or Hybrid

Position Summary

The Trade Compliance Officer FLX US is a subject matter expert in US trade compliance, and is responsible for the development, implementation, documentation, and maintenance of a comprehensive and efficient local trade compliance program for the Flight Electronics (FLX) Business Line operations in the US, which is aligned with Group, Global Business Unit, Business line, US-specific requirements. 

This role also serves as an advisor/operational resource on US trade compliance matters for two additional non-US operations.

Regulatory Compliance Requirements:

Must be a U.S. Person as defined in applicable law, or otherwise authorized or eligible for   authorization, to access to hardware, software, technology or technical data controlled under the International Traffic in Arms Regulations (ITAR) and/or the Export Administration Regulations (EAR). 

Key Areas of Responsibility

As the Trade Compliance Officer FLX US, you will lead and oversee the operational aspects of the local trade compliance program that are implemented by other functions in the US and direct the trade compliance tasks related to US export controls & licensing, administration of trade data & product classification, sanctions, and customs import entries/processes.  The TCO may serve as an Empowered Official (as defined in ITAR §120.25) for Thales USA, Inc.  This represents 50% of the responsibilities of the role.

Position also acts an advisor/operational resource on US trade compliance matters for two additional non-US operations: 1) Thales Raytheon Systems Air and Missile Defense Command and Control SAS (“TRS AMDC2”), a Massy, France-based Joint Venture between Thales and Raytheon, and 2) Thales LAS France SAS (“TLF”), a Rungis, France-based entity). This represents 50% of the responsibilities of the role.

In support of FLX US operations, the TCO is responsible for the following activities:


  • Oversee, manage, and direct the trade compliance program for FLX’s US operations.


  • Working as the FLX Business Line Trade Compliance Officer, you will be responsible for developing, synthesizing, deploying, and documenting a local trade compliance program (LCP) that is aligned with the FLX-specific implementation of Thales Group, AVS, and Country trade compliance policies, procedures, and guidance, as applicable to the FLX business operations in the US.


  • Provide Trade Compliance expertise, assess risks, and implement all applicable national import, and export control regulations.


  • Work closely with key stakeholders across FLX (operations, legal, risk management, finance, IT, procurement, logistics, etc.), and the trade compliance network.


  • Provide support to the US Trade Compliance function and AVS Trade Compliance Officer as required.


In support of TRSAMDC2 and TLAS operations, the TCO is responsible for the following activities:


  • Support implementation/execution of the US-related portions of the TRS AMDC2/TLF internal international trade compliance program, including:


  • Provide overarching trade compliance support and guidance in the area of policies, procedures, and local processes, training, and auditing. 


Minimum Qualifications


  • Bachelor’s degree in a related field of study with a minimum of 7 years of specialized experience in trade compliance (EAR, FTR, OFAC, and Customs Regulations), preferably with a high-technology/avionics/defense company or government agency that regulates international trade. 


  • Demonstrated knowledge of U.S. electronic license application programs (SNAP-R, DECCS) and export reporting (ACE).


  • Proven ability to independently apply critical thinking skills to sensitive and complex business scenarios to determine compliance risks, assess compliance gaps, and provide efficient solutions that comply with US trade compliance regulations.


  • Demonstrated experience to independently perform risk assessment in the context of business operations, gap analysis in the context of process assessment and development, and root cause analysis in the context of auditing and investigation.


  • Demonstrated communication skills, including proven ability to provide effective trade compliance training and presentations


  • Competency with restricted party screening tools

Special Position Requirements

Travel: Domestic travel to Thales FLX locations up to 10% of the time.  Potential international travel to TRSAMDC2/TLAS locations

Pay Transparency

The anticipated TTC range for this role is $103,740.00 - $192,660.00 USD Annual. The Company reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s status protected by local, state, or federal law
