Job Description:

The USAID-funded Engendering Industries project, implemented by Tetra Tech International Development, is currently accepting expressions of interest from qualified candidates for an Operations Specialist.

Position Description: Tetra Tech implements USAID's Engendering Industries program that supports organizations in developing countries to increase economic opportunities for women and improve gender equality in the workplace. Engendering Industries uses a unique approach and a range of programs and activities to increase gender equality, create leadership opportunities, and develop female talent at organizations around the world. The Operations Specialist reports to the Operations Director and is responsible for supporting the smooth and efficient operation of the project by providing administrative and logistical support in financial, subcontract and human resources management, as well as travel coordination, event preparation, project procurements and grants across multiple countries. The Operations Specialist works closely with the Subcontracts and Procurement Manager and Grants Manager, and coordinates with other members of the project team, in particular the Course Manager. The Operations Specialist will also serve as a liaison between the project office and the home office on issues related to operations, finance, and logistics, in coordination with the Deputy Project Manager. This position can be fully remote from a continental US-based location or hybrid/remote within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA.

Responsibilities:

* Ensure the project complies with USAID and Tetra Tech policies and procedures in partnership with Home Office Project Management Team.

* Maintain electronic operating files, technical reports, contract deliverables, etc. as required by the filing policy.

* Assist in the coordination of operational/logistical aspects of in-person events and training activities, including participant communication, venue coordination, management of participant travel and logistics, procurement of necessary materials, etc.

* Arrange participants' domestic and international travel and organize logistics for in-country and global workshops and meetings (including scheduling, preparing agendas, notetaking, etc.); assist Deputy Project Manager in processing consultant travel advances, expense reports, and invoices as requested.

* Monitor consulting agreement expiration dates and billed hours.

* Assist in drafting and publishing requests for proposal (RFPs) and requests for quotation (RFQs) or Request for Application (RFA) and support the preliminary evaluation of proposals to ensure compliance with RFP/RFQ/RFA terms and conditions.

* Assist with documenting the procurement, subcontract or grant process, including coordinating with technical team in drafting responses to bidder questions.

* Support the Subcontracts and Procurement Manager, Grants Manager, and Technical Team with on-going management of vendors and grantees, acceptance of deliverables and milestones, and payment of invoices; collaborate with operations team to facilitate necessary procurement and subcontracts under in-kind grants.

* Maintain Tetra Tech inventory control system compliance; carry out annual property physical inventory verification and prepare annual report for submission to USAID by Tetra Tech.

* Assist in the preparation of reports and presentations, including tracking reporting deadlines to ensure timely delivery.

Minimum Qualification Requirements:

* Minimum bachelor's degree in finance, administration, business, international development, or another applicable field.

* Minimum 2 years of experience in a similar role, supporting operations, on USAID or other donor-funded projects.

* Proven track record supporting Operations and event coordination, ideally under a USAID contract.

* Demonstrated ability to manage multiple tasks simultaneously and work effectively under deadlines both independently and as a member of a team.

* Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc.).

* Demonstrated interpersonal and intercultural communication skills with internal and external clients.

* Strong sense of team, a positive attitude, and excellent analytical and problem-solving skills.

* Strong organizational skills, attention to detail and commitment to customer service.

* Must be comfortable working in a fast paced and sometimes intense work environment.

* Self-motivated and able to work with minimal guidance to achieve results.

* Current U.S. work authorization is required at the time of application.
