Primary Role



Pennsylvania American Water, a subsidiary of American Water, is the largest regulated water utility in the state, providing high-quality and reliable water and wastewater services to approximately 2.3 million people. The Pennsylvania Engineering team are leaders in the industry and demonstrate agility, accuracy, accountability and advocacy in the critical work they perform.


The Director Engineering Project Delivery is responsible for: leading and supervising a regional / functional engineering department; managing and coordinating a portfolio of engineering design and construction projects, including capital budget accountability and forecasting; providing regional technical and project management support to operations, asset management, business development, developer services and other functional teams; plus supporting other activities related to Water and Wastewater Systems in their respective State/District.




Key Accountabilities





  • Capital portfolio planning and budget management - Liaise with engineering planning, operations, and other functional stakeholders to identify needs, develop solutions, and prioritize projects to address priority risks, key strategic initiatives, and operational inefficiencies through effective and efficient capital investment within their geographic region or area of responsibility. Establish the necessary capital investment budget in alignment with the prioritized project/program portfolio including implementation of State Revolving Funds (SRF)/Grant applications. Provide timely schedule and budget updates including 5-year forecasting.

  • Team development - Develop a dynamic and agile organization staffed with able and motivated employees to successfully deliver the planned capital investment program and provide necessary engineering support to other functions within the region. Supervise sub-regional / functional teams of project managers, engineers, and support staff that are responsible for delivering capital projects of varying size and complexity and providing engineering support within a geographic region. Guide and serve as technical advisor and mentor to Engineers and other personnel requiring technical direction.

  • Capital program delivery - Accountable for the successful planning and execution of planned Capital Projects and capital investment programs of varying size and scope across a geographic territory, including coordination of Consultants and Contractors and the direct supervision of Company Engineering professional and support personnel during design and/or construction activities. Provide support resources and oversight to ensure the successful execution of capital projects and asset management programs delivered by Operations (accountability remains with Engineering). Monitor performance, adherence to standards and project controls, and manage the Company's capital business plan to budget within their geographic territory.

  • Engineering Excellence - Coordinate with operations and engineering planning to implement solutions to improve infrastructure resilience, service levels, and operational efficiency across the region. Develop a network of qualified regional engineering and/or construction firms/vendors to support the efficient planning, execution and delivery of projects. Ensure Engineering compliance with established Company processes and regulatory criteria, specifications and standards. Interact with governmental agencies and manage/supervise procedures to efficiently obtain permits, certifications and approvals for assigned projects and programs.

  • Strong knowledge of Engineering related to planning, design and operations concepts for water and wastewater facilities, Engineering and utility economics, knowledge of contract administration, construction management and construction technology related to water & wastewater facilities.
  • Good working knowledge of regulatory developments, new technology and current trends in water quality and water treatment and other related water resource management disciplines.
  • Knowledge of applicable state and federal regulations. Knowledge of Company operations and procedures.
  • Knowledge of employee relations, applicable safety and environmental regulations, federal and state water quality and design regulations and technical standards




Experience/Education




  • Professional Engineer (PE) preferred
  • Bachelor's degree in Civil Engineering or related field of Engineering Advanced Degree desired.
  • Minimum of 18 years of experience with managing and implementing engineering projects with a primary focus on infrastructure. Commensurate education and/or relevant certification(s) may be considered in lieu of experience requirement.
  • Minimum of 5 years direct supervision of engineering staff and/or direct management responsibility for teams delivering engineering projects and/or technical services.
  • Experience with preparing testimony and responses to Data Requests for use in General Rate Cases and Certificate of Public Convenience and Necessity cases before Pubic Service Commissions.




Travel Requirements




  • Periodic travel with overnight stays required. Around 10% of total time is anticipated away from the office.




Work Environment




  • Primarily office with occasional local / overnight work in the field.
