Characteristics of the Job
Under general supervision of the Community Development Manager, performs administrative duties related to and in support of the City’s established grant funded programs. Independent judgment is exercised within the scope of established department rules, procedures, standards and policies.
The existence of this position depends upon the availability of federal and state funding.

Training and Experience
Associate’s degree from an accredited college or university with an emphasis in public administration or related field and two (2) years’ experience in administering public and private housing and community development programs and other grant-funded programs; federal, state and private grant reporting; public and community relations, including multicultural neighborhoods, groups, organizations and individuals; or any equivalent combination of training and experience that provides the required knowledge, skills and abilities.
Knowledge, Skills and Abilities
Working knowledge of fiscal and administrative office procedures, practices, systems and equipment; excellent knowledge of business English, arithmetic, spelling, grammar and Roberts Rules of Order; thorough knowledge of the principles and practice of public planning; the sociological, economic and political aspects of community development; and of federal, state and local housing/community development regulations and processes.
Excellent skill in public and employee relations and in maintaining effective working relationships; advanced skill in using Microsoft Outlook, Word, Excel and PowerPoint software; in organizing, completing and reporting on projects; written and oral communications; making public presentations to a variety of community organizations; presenting a positive image of the City as a key point of contact with regard to grant-funded programs; understanding financial and operational information reports; multitasking and composing clear, concise and informative correspondence; skill in operating report generating software; and proofreading and performing data entry with a high degree of accuracy.
Ability to establish and maintain effective working relationships with governmental and community agencies, co-workers, neighborhoods, public officials and the general public; maintain absolute confidentiality of the materials and situations encountered on the job; define problems, collect data, establish facts and draw valid conclusions; respond effectively to inquiries and complaints; solve complex problems involving several variables within a familiar context; calculate fractions, decimals and percentages; understand and work in accordance with established policies and procedures; read and interpret complex documents; work productively in a team environment; successfully coordinate studies, collect data, analyze data and write reports; interpret a variety of instructions in written, oral, picture or schedule form; organize and carry out multiple projects simultaneously; exercise good, independent judgment; and perform routine budgeting and bookkeeping duties. Ability to speak, read and write Spanish desired.

Residency Requirement
Non-union employees shall live within a 20-mile radius from the City's Emergency Center, located at 1630 8th Avenue in Moline, within 1 year of hire.
