The Acquisition Manager position is in the Executive Office (EXO), Construction Engineering Research Laboratory (CERL) of the US Army Engineer Research and Development Center (ERDC), US Army Corps of Engineers.
The Acquisition Manager serves as a principal member of the CERL EXO by providing primary support to the acquisition activities of our cutting-edge Army science and engineering research and development laboratory. The Acquisition Manager serves as the expert advisor for implementation of all acquisition business activities in accordance with a range of laws, policies, regulations, and precedents pertaining to procurements and acquisition planning.
Work requires a high level of interaction within CERL and with the ERDC Contracting Office.
This position provides strategic support to the CERL EXO by:
Using technical knowledge of Federal procurement processes, including both Federal Acquisition Regulation (FAR) based acquisition and non-FAR based acquisition (such as Other Transactional Authorities), to provide strategic acquisition planning for Federal scientific research and development programs.
Developing and maintaining a sound acquisition structure by improving and streamlining methods and procedures and promoting effective use of personnel and technology.
Collaborating with researchers, program managers, and other laboratory personnel in the development of acquisition strategies and documentation for research and development programs.
Advising on and drafting contractual requirements documentation to include pre-contract award documentation and other procurement deliverables.
Organizing and managing acquisition workflows within the laboratory.
Organizing, participating in, and leading Project Delivery Teams for acquisition planning, including the identification and development of new lab-wide acquisition vehicles.
Qualifications:
Defense Acquisition Workforce Improvement Act (DAWIA) certification or Federal Acquisition Certification in Contracting (FAC-C) is required for this position.
Minimum of 5 years of procurement experience within the Federal Government, including roles such as Contracting Officer, Contracting Specialist, Procurement Analyst, or Contracting Officer Representative.
Proven Federal Government experience in DoD-related acquisition, both in procurement policy and contract execution.
Proven experience in organizational business process analysis, as it relates to Federal or Defense acquisition management.
Experience in providing direction on acquisition vehicles and pathways to programs and activities that include research activities and/or advanced technology.
Bachelor's or Master's degree in Business Administration or related field is a plus.
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project, and the DJ-04 pay band includes the General Schedule equivalent to the GS-13/14 level.
