Japanese energy investment company Houston TX HQ seeks Japanese Bilingual Global Mobility Manager to responsible for overseeing expatriate human resource (HR) functions, including payroll, benefits, visa processing, family support, employee relations, and project management. The role involves backing up the Specialist, Global Mobility, and collaborating closely with relevant counterparties in our headquarters in Japan to implement and continuously improve expat benefits programs and their operations. The Senior Manager, Global Mobility is expected to become an autonomous problem solver and design, implement, and update sustainable operations.
FLSA: Exempt
Salary: $95K to 125K plus bonus and fabulous health benefits package
Essential Job Functions
Expat Payroll, Benefits, and Employment Tax Administration (25%)
Oversee, support, and provide solutions when necessary to Specialist, Global Mobility in the following areas:
Oversee third-party service providers, managing the expat payroll, benefits, and employment tax filings.
Collaborate with HQ in Japan to implement and manage expat compensation and benefits programs.
Ensure compliance with U.S. and Japanese payroll, benefits, and employment tax regulations.
Maintain accurate employee records and manage HRIS for expats.
Ensure expats comply with U.S. and Japanese employment tax obligations, coordinating with third-party tax advisors as needed.
Expat Family Support and Visa Management (25%)
Oversee, support, and provide solutions when necessary to Specialist, Global Mobility in the following areas:
Lead pre-onboarding, onboarding, and off-boarding processes for expats and their families.
Manage visa applications and renewals and ensure compliance with immigration laws.
Provide ongoing support for expat families, addressing relocation, housing, and schooling needs.
Policy Development, Compliance, and Insight Sharing (20%
Understand the monthly, quarterly, and annual operations of the Specialist, Global Mobility, and generate procedures to standardize the HR operation of U.S. based expats.
Work with HQ in Japan to develop expat-related policies and ensure compliance with local regulations.
Provide insights to HQ regarding organizational and expat challenges and help shape strategic decisions.
Collaborate with other departments to develop policies aligned with company goals and employee engagement strategies.
Cross-Departmental Collaboration and Project Management (20%)
Collaborate with department members, company officers, and senior management to plan and execute expat-related projects.
Lead or participate in cross-functional projects that impact the expat workforce, ensuring effective and timely execution.
Education and Cultural Integration (10%)
Conduct orientation and ongoing training sessions to help expats understand and embody the company's culture in their roles.
Promote an understanding of the company's values to foster a cohesive, purpose-driven expat workforce.
Requirements
- Bachelor's degree in human resources, Business Administration, or a related field.
- Minimum of 5 years (ideally 7 years) of expat HR management experience, with at least 2 years in a managerial or functional leader position.
- Proven ability to collaborate with senior management, officers, and other departments, including relevant departments in HQ to manage projects.
- Ownership to pick up unattended tasks/issues and a will to propose and persuade a positive solution in a "bottom-up" working culture/ethics to the management and relevant departments in HQ.
- Ability to make reasonable decisions on ad hoc issues adhering to principals, past cases, and uniqueness of the situation.
- Good sense of balance between quality/efficiency.
- Strong leadership, communication, inter-department coordination, and cultural integration skills.
- Experience managing expat HR functions, including payroll, benefits, and visa processing, ideally with an expat headcount of 40-50 in multiple locations.
- Capability to analyze issues and make recommendations for positive resolution.
- Excellent ability to educate and influence expats about the company's vision, mission, values, culture, safety, and tax compliance.
- A strong understanding of equity, diversity, and inclusion (EDI) principles and a commitment to fostering an inclusive, safe, and compliant work environment.
- Ability to communicate with coworkers and all levels of the organization effectively and efficiently.
- Supervisory skills and time management skills paired with attention to detail.

- Experience working in a multi-cultural office environment preferred.
- Japanese language skills required at native or proficient level.
