Position Overview:

As the Office Director of the Office of Technology and Data Services (OTDS), Office of Strategic Partnership and Technology Innovation (OST), the incumbent provides the strategic leadership for the organization and the vision for continuing innovation and maintenance of the center-specific Information Technology (IT) needed to advance CDRH's public health mission. This individual provides leadership in the development of projects and programs intended to support and ensure alignment with Center-specific IT, business services, and data strategy development. The position also advises the CDRH Director on issues involving technology development, data strategy, and how they can enable the center's business processes to function most efficiently. Additionally, the position is the Center's lead for agency-level IT and provides the Agency Chief Information Officer with advice as appropriate in this role.

Functional Duties and Responsibilities:

This position requires knowledge and expertise of a wide variety of technology and data matters and possesses the management and communications skills necessary to lead a large and diverse organization. The incumbent provides leadership in advancing and supporting the business processes and IT landscape as well as partnerships across the Agency in order to advance the IT vision for the Center.
  • Manages Divisions and teams that provide CDRH and its IT partners with delivery and project support services to help CDRH implement, operate, and optimize current and future technology and data systems, processes, and procedures.
  • Collaborates and leverages best practices that exist across the FDA centers and teams and innovates on center-specific best practices and process improvements.
  • Provides guidance and support to assist CDRH in its IT alignment, IT decision making, business level sponsorship, and strategic IT project oversight. Identifies opportunities for strategic shifts and business process transformations, converting organizational goals into short-term, medium-term, and long-term IT and process initiatives and roadmaps.
  • Drives business process change to ensure the success of technology modernization efforts. Improves operational efficiencies and reduce costs where appropriate. This includes elimination of redundant work, and more effective use of processes and tools to improve faculty and staff efficiency.
  • Improves visibility into financial performance across organizational boundaries and has the tools necessary to effectively produce and manage integrated budgets. Provides support and guidance for teams and working groups to demonstrate and measure efficiency of IT operational processes and IT decision making to articulate value and justify expenditure of resources.
  • Ensures IT, data, and business alignment by focusing IT investments and activities towards business goals, synchronizing teams to become agile, gaining visibility into problem areas, and making smarter decisions to advance mission priorities.
  • The incumbent initiates decision-making processes and documents, participates fully in discussions and decisions concerning Office and Center plans, programs, and activities, both in strategic planning and in the actual determination, allocation, and administration of Office programs, functions, and activities.

Beyond the traditional framework of leadership, the Office Director will effectively translate organizational mission, vision and objectives into team goals and create a culture with colleagues to think beyond specific tasks to the overall organizational mission and context. This leader will be responsible for nurturing and cultivating and environment of flexible, agile thinking and problem solving, developing existing talent, setting goals and expectations across several teams, and effectively implementing design thinking and change management strategies to ensure success.

Supervisory responsibilities:

The Office Director provides executive leadership and technical direction to a team of scientific and professional employees, overseeing the planning, execution, and administration of national programs that support the Center's public health mission. They review and evaluate office activities to ensure alignment with program goals, optimize organizational structure for effectiveness, and address obstacles to program success. This includes analyzing resource utilization, initiating necessary changes, and ensuring the elimination of duplication.

In their role, they plan and direct staff work, set priorities, provide guidance, and handle performance evaluations and disciplinary actions. They determine staffing needs, allocate resources, and adjust personnel based on workload changes. Additionally, they collaborate with other managers, oversee hiring, and ensure fair performance appraisals. The incumbent is responsible for developing strategic goals, managing the Office's budget, and implementing policy changes in response to evolving regulations and departmental needs.

Position Desired Skills, Experience, or Education:

  • Master's degree or higher preferred
  • 10+ years of leadership experience, with at least 6 years of senior leadership experience as a manager supporting and cultivating a team of people managers
  • Demonstrated experience delivering a technical product
  • Proficient in PEGA development and Microsoft tools
  • Extensive involvement in data migration with AWS
  • Experience collaborating with both internal and external stakeholders, including contractors
  • Experience aligning to and adding value to both short- and long-term strategic plans
  • Experience in an operations environment, specifically with capacity planning and modeling

Location:

  • Must reside in the Continental U.S.
  • Occasional travel to the FDA Campus in Silver Spring, MD required
