SUMMARY



The Senior Strategic Planning and Team Development Advisor will provide strategic facilitation and team-building support for the Program and Policy Office (PPO) during a critical period of transition and strategic planning. This role involves working closely with PPO leadership to conduct thematic workshops, facilitate team retreats, and provide coaching to improve team cohesion, operational efficiency, and alignment with mission goals. The advisor will contribute to the development of a new five-year Country Development Cooperation Strategy (CDCS) for 2025-2030 and help enhance team morale and adaptability.


Location: Pristina, Kosovo (hybrid/virtual)


Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.

ESSENTIAL REQUIREMENTS



Minimum of 10 years in strategic planning, team facilitation, or organizational development, ideally in development or international cooperation.


Strong facilitation skills for leading workshops and retreats with diverse teams, and proven experience in coaching and mentoring teams during transitions.


Excellent communication skills and the ability to build trust, foster collaboration, and support team members.


Willingness to work in both in-person and virtual environments, adapting to a hybrid work schedule as needed.


Familiarity with the CDCS process and Monitoring, Evaluation, and Learning (MEL) practices is an asset.


Strong experience in leading strategic planning workshops and team retreats.


Demonstrated experience in mentoring and coaching diverse teams.


Familiarity with USAID policies, particularly the CDCS process and MEL practices, is preferred.



KEY DUTIES AND RESPONSIBILITIES



Essential Duties and responsibilities include the following. Other duties may be assigned.


Collaborate with PPO leadership to develop facilitation plans for thematic workshops that address mission-wide priorities. These workshops will encourage critical thinking, reflection, and inclusive participation among technical and management teams, focusing on strategic themes identified during portfolio reviews.


Lead four to five in-person workshops designed to promote mission-wide strategic thinking and cross-sector collaboration. The workshops will emphasize strategic themes relevant to mission goals and the upcoming CDCS, ensuring broad participation and inclusive engagement across different mission offices.


Produce executive summaries and key recommendations following each workshop, sharing insights with mission leadership to inform and refine the strategic planning process.


Conduct consultations and interviews with PPO team members and key stakeholders to assess team development needs and establish goals for team support activities. This process may include both individual interviews and, if needed, an online survey.


Plan and facilitate up to two in-person team retreats aimed at fostering open communication, trust-building, and collaboration. Each retreat will be structured in collaboration with PPO leadership to address team challenges and enhance morale.


Prepare a report following each retreat, summarizing key outcomes, actionable steps, and recommendations for ongoing team development.


Provide ongoing coaching and mentoring to PPO leadership and staff to assist with leadership transitions and evolving responsibilities. This includes both one-on-one coaching and group sessions, tailored to the needs of the team.


Implement follow-up actions from prior retreats to maintain continuity in team morale and operational effectiveness, ensuring team members are supported as they adjust to new roles and responsibilities.



EDUCATION AND EXPERIENCE



Bachelor's degree in Organizational Development, Human Resources, Public Policy, International Relations, or a related field (Master's degree preferred). At least ten (10) years of relevant experience in strategic planning, organizational development, or similar roles within the development sector.

Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $63.27 to $75, with the final offer contingent on location, skillset, and experience.
