Job Summary:

Provides regulatory expertise; advises and helps Texas Commission on Environmental Quality (TCEQ) staff to determine regulatory impact on programs related to the Safe Drinking Water Act (SWDA).


Essential Duties and Responsibilities:



  • Researches and compiles historical information related to 30 Texas Administrative Code Chapters 288, 295, 297, 298, 303, and 304, including the original rulemaking, rule preambles, and any associated background from historical documents such as the Texas Law of Water Rights and/or legislative intent.

  • Researches, compiles, and organizes information on final legal decisions in water rights permitting contested cases from 1990 to present.

  • Documents decisions from the Commission, the State Office of Administrative Hearings, and the courts.

  • Develops standard operating procedures and templates for legislative tasks such as Governor's letters.

  • Develops standard operating procedures for researching historical legal information on rules, statutes, and contested matters, including the sources of information and how to access the information.

  • Catalogs and indexes historical documents in an accessible online format and coordinates with program area staff to convert and/or digitize historical documents into searchable format.

  • Performs other duties assigned.


Minimum Qualifications:



  • Juris Doctor degree in the field of assignment with four (4) years of full-time experience.

  • Direct related experience may substitute for required education.


Preferred Qualifications:



  • Knowledge and experience with of Surface Water Rights in Texas.

  • Knowledge and experience with of Texas legislative process.


Knowledge, Skills and Abilities:



  • Knowledge of Microsoft Teams, Word and Excel and PC's.

  • Solid working knowledge of database entry.

  • Ability to learn TCEQ 30 TAC Chapter 290 rules and TCEQ's SDWIS, CCEDS, and Central Registry databases.

  • Skill in time management, organization, and attention to detail.

  • Ability to work independently once trained and mentor newer staff as needed throughout the training process.

  • Ability to integrate complex concepts, procedures, and processes.

  • Ability to communicate verbally with clients, customers, and coworkers to gather information and/or explain policies and procedures.

  • Ability to draft routine correspondence, reports, documents, policy, procedures, case narratives, or prepare other lengthy documents via handwritten or use of technology.

  • Ability to perform visual activities requiring prolonged attention to detail such as editing and proofreading.

  • Ability to hear and understand speech to interact with coworkers/clients/customers on a routine or frequent basis with use of amplifying equipment/hearing aids if needed.

  • Ability to work under general supervision with moderate latitude for the use of initiative and independent judgment.
