Job Description:

GENERAL DESCRIPTION OF WORK:

 

Responsible for planning, directing, managing, and overseeing the activities and operations of the Police Department including field operations, investigations, support services, general administration and responds to media inquiries as the highest-ranking sworn officer. Maintains field presence and coordinates initiatives and activities with city departments and outside agencies; provides high level complex, strategic and logistical advisory support to the Vice President of Safety, Training and System Security. Assumes full management responsibility for all department services and activities, including patrol, traffic, criminal investigations, special operations, records management, audits, communications, physical security; and recommends and administers policies and procedures.

ESSENTIAL FUNCTIONS:

Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.

Oversees and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; and identifies opportunities for improvement, and directs the implementation of changes.

Maintains and demonstrates ethical leadership by ensuring a high standard for personal and professional conduct, and vigorously promotes a clear workplace expectation of transparency and accountability by all employees.

Enforces internal controls and conducts random/frequent audits by implementing and overseeing systems for monitoring performance, proper accounting of time worked/assigned by employees and investigating any internal misconduct.

Maintains department operations to remain compliant with state and federal regulatory requirements, to include transit related standards set forth by FTA and the USDOT.

Maintains strict adherence to organizational protocols, practices and processes as they relate to hiring, promotion, and employee development, ensuring compliance with all relevant laws and regulations while fostering a fair and equitable workplace.

Manages, directs, and oversees the maintenance of law and order, protection of life and property, apprehension, arrest, and detention of law violators, and maintenance of police records.

Oversees the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes appropriate service and staffing levels; and allocates resources accordingly.

Acts as official departmental representative to other city departments, city offices, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; and is responsible for addressing/resolving sensitive, 
significant, and controversial issues.

Confers with citizens and organizations on law enforcement complaints and concerns; assists in the development of innovative transit law enforcement policies; and confers with civic and business groups on police and management policies relating to department philosophy.

Provides staff support to a variety of boards and commissions; attends and participates in professional group meetings; and stays abreast of new trends and innovations in the field of law enforcement.

Works closely with the Vice President of Safety, Training and System Security on carrying out directives, initiatives and campaigns geared toward employee, public and ridership safety.

In cooperation with the Public Engagement Division, responds to media inquiries by statement and/or on camera interview on police issues and policies as they relate to the community and ensures responsive, appropriate service delivery by conferring with civic, professional, service, fraternal and other community groups. To include speaking at public forums, board meetings and high-level representation of the organization in both municipal and local government settings.

Reviews and analyzes reports, legislation, court cases, and related matters and prepares reports for consideration/informational discussion and review for senior leadership and the legal department.

Responsible for the statistical and analytical reporting of crime data and trends to senior leadership and Board of Trustees, as well as the ability to research, analyze, and evaluate new service delivery methods, procedures, techniques and budget improvements.

Oversees the administration of contract security and contracts; maintains liaison relationship with labor representatives and ensures maintenance of open communications and responsiveness.

Selects, motivates, and evaluates department staff; provides or 
coordinates training opportunities and works with employees to correct deficiencies; 
and implements and administers disciplinary and termination procedures.

Responds to and resolves sensitive inquiries and complaints from both internal and external sources.

Performs related duties and fulfills responsibilities as required.

This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

EDUCATION AND EXPERIENCE:

Bachelor's Degree from an accredited college or university with 
major coursework in Criminal Justice or a related field is required; Master’s degree preferred. Fifteen (15) years of increasingly responsible professional experience in municipal or transit related public safety police work including five (5) years of senior command responsibility with extensive experience working within a state or nationally accredited or recognized police department/agency. Must have executive management level responsibility with extensive experience in working closely with senior leadership executives of a non-sworn capacity.

ADDITIONAL REQUIREMENTS:

*Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.

*Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence 
Convictions.

Proven demonstrated experience in a leadership role with a history of ethical decision making.

Direct senior command level leadership responsibility experience; in strategy, deployment and execution of high-level law enforcement initiatives and campaigns.

Must have media experience, on camera interview and print media exposure, in addressing high profile investigations, casework or providing department or organizational statements.

Licensure and advanced certification by the Texas Commission on Law Enforcement Officer Standards and Education.

Knowledge of technical and administrative phases of crime prevention and law enforcement, including investigation and identification, patrol, traffic control, records management, care and custody of persons and property, and environmental protection.

Ability to establish and maintain effective working relationships with city staff and officials, other government officials, community groups, the general public, and media representatives.

Ability to respond rapidly and effectively in emergencies. Primary provider of information directly to the Vice President of Safety, Training and System Security during emergency and high threat related conditions.

Ability to interpret and apply Federal, State, and local policies, procedures, laws, and regulations.

Ability to demonstrate a fiduciary obligation to the section, division, department and the organization; in handling materials and information of a confidential nature.

Public speaking in open forum, citizens to be heard and community outreach initiatives.

Valid Class 'C' Texas Driver License.

Peace Officer of Texas Certificate issued by the State of Texas.

Must have the ability to obtain and maintain a Class B CDL.

Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:

Physical ability required to be mobile, bend, stoop, stand, reach and have sufficient mobility, strength, and occasionally subdue and restrain offenders.

WORK ENVIRONMENTS:

Inside and outside work with irregular hours. Work hours involve early morning, late night, weekends, and/or split shifts.

Work involves being around moving vehicles and exposure to dust, fumes, gases, noises, and extremes in temperature/humidity.
