Responsible for assigned design, engineering, and construction projects. Performs project management of small to medium engineering design and construction projects. Provides budget input to the Director of Facility Engineering & Environmental. Applies professional management skills and technical knowledge to the coordination, management and execution of special projects, consultants, contracts, and VIA’s construction projects. Prepares materials for and makes presentations to upper management. Expected to work under only occasional supervision. This position will provide technical assistance to activities relative to the conceptual, design, cost estimating and construction phases of transit and maintenance facilities projects. This position requires professional interaction with VIA staff (especially those in planning, engineering, safety, security, procurement, finance, and maintenance.), as well as with consultants, contractors/subcontractors, to include state and local authorities.
ESSENTIAL FUNCTIONS:
Using project management techniques, oversees design and construction projects from point of assignment to completion in the most efficient, effective, and economical way possible.
Produces working documents for projects including price requests, independent cost estimates, Determination of Funding, task orders, and construction plans and specifications.
Analyzes contract/task order modifications, contracts, or bids and prepares Determinations of Funding to ascertain the lowest responsive and responsible bidders, the most qualified consultants or market fairness in pricing.
Serves as department contract reviewer and is responsible for monitoring and determining contract completeness to assure technical compliance, procurement document packaging as well as compliance to Federal, State, and local law.
Prepares reports including cost or price analysis data as required.
Will be required to perform facility planning and design work, prepare construction plans and specifications and monitor construction activity, or manage construction document plans and specifications using outside consultants.
Develops scope of work, cost estimates, and schedules for facilities projects.
Oversees the construction and manages costs within the limitations set forth in the project budget.
Evaluates contracts, makes recommendations on award of contracts, evaluation of contract/task order modifications, and monitors construction activities for contract compliance and technical matters.
Prepares and maintains multiple project timelines, scheduling of work and coordination with the Procurement Department on documents required for procurement.
Coordinates VIA’s design and construction projects with other municipalities, building codes, building officials and municipal staff.
Works with client departments in analyzing and documenting requirements for cost-effective facilities maintenance projects.

EDUCATION AND EXPERIENCE:
Associates Degree is required, preferably in Engineering or Architecture. With a minimum of 3 years’ experience in facilities design, construction contract compliance issues, procurement, and project management, or an acceptable combination of experience and education.

Must have knowledge of contract administration and project management.
Must possess specific knowledge of Federal and State procurement procedures.
Must be able to work with minimal supervision.
Must be able to travel to construction sites to confer on necessary work.
Must have knowledge, expertise, and experience of environmental rules and regulations and their enforcement.
Must have good mathematical, writing, and verbal communication skills.
Must have ability to read and compose complex materials.
Must be able to operate computer/AutoCAD.
Must be able to perform scheduling and make timelines using PC software.
Must be able to create and interpret reports.
Must be able to conduct meetings and make oral presentations.
Must be able to attend meetings both on and off VIA property.
Must be a self-starting individual.
Will handle some types of confidential documents.

PHYSICAL REQUIREMENTS:
Must have the physical ability required to be mobile, bend, stoop, stand, reach, and occasionally lift objects weighing 5-25 pounds such as files, supplies, and large reference books.
Must have sufficient mobility to negotiate construction sites.
Must have sufficient vision to inspect quality of construction and read blueprints and specifications.
WORK ENVIRONMENT:
Works within normal office and field environments as required, including handling large and bulky files.
Work involves deadlines and multiple priorities.
Field and/or construction observation is required.
