System Planning Division is responsible for the analytical tasks required for the development of the PJM Regional Transmission Expansion Plan (RTEP). System Planning Modeling and Support Department responsibilities include developing the power flow, dynamic stability and short circuit cases used for transmission planning studies required to ensure the bulk electric transmission system is compliant with all applicable reliability standards & criteria, interconnection studies associated with the new service customer queue requests, and interregional studies with PJM's neighbors. The Senior Engineer position provides technical support to the data coordination and analyses departments and interacts closely with all departments within the Planning, Operations, and the Markets divisions, PJM internal and external transmission owners, and generation owners.
Essential Functions:
Responsibilities include performing work that is necessary to prepare and coordinate the PJM Regional Transmission Expansion Plan (RTEP) cases to ensure the efficiency, cost effectiveness, and operational performance of a reliable electric power transmission system. All applicable standards must be met including compliance with NERC, FERC, Regional, and local standards and criteria. In this capacity the engineer will work closely with other PJM Planning, Operations, and Markets departments’ staff. The engineer may also interact with PJM members’ staff, interregional planning entities’ transmission planning staff, generation owners, and other stakeholders. Engineers are also involved with developing and advancing analysis techniques and providing leadership, and implementing automation involved with development of the RTEP cases.
Required analyses for the Planning Division include power flow studies to identify and resolve PJM transmission system performance issues. Some of the power flow test methods include the generation delivery, load delivery, light load, winter, transfer, stability, short circuit and market efficiency tests.
Functions performed include but are not limited to those listed below.
Develop accurate electric system models for PJM and the balance of the Eastern Interconnection (Multiregional Modeling Working Group (MMWG)). Extensive model development is required to support PJM’s regional baseline and interconnection assessments as well as to support PJM’s coordination with interregional neighbors. Model development may include electric system models for power flow, stability, short circuit and market simulations.
Perform power system simulations in support of the RTEP
Perform power system thermal, voltage, dynamic stability, and short circuit analysis, as may be required.
Support NERC standard compliance regarding modeling data verification, model validation, associated communications, reports and evidence necessary for compliance.
Facilitate identification and evaluation of regional transmission solution alternatives.
Perform adequacy and reliability assessments for the PJM system.
Identify and assist with the development of new and innovative methods and tools in the planning process.
Solve problems to proactively address customer needs and reliability requirements with innovative, creative, and cost effective solutions.
Prepare reports and presentations to support activities of the System Planning Division.
Lead and execute development of scope, schedules and responsibilities, as applicable, for timely completion of RTEP cases and analysis.
Represent PJM on industry committees, task forces, or stakeholder groups involving issues relate to planning and engineering.
Monitor, provide input, and report, as appropriate, on Regional and Interregional analyses that impact PJM and PJM Stakeholders.
Represent PJM on regional and interregional committees, symposiums, and conferences, as may be required.

Characteristics and Qualifications:
Required:
BS, Electrical Engineering or Equivalent work experience
At least 5 years of experience
Ability to produce high-quality work products with attention to detail
Experience in quantitative and qualitative analysis
Ability to use mathematical and electrical theory
Ability to troubleshoot and provide technical support
Preferred:
MS, Electrical Engineering
Experience with PJM operations, markets, and planning functions
Experience using PSS/e (power system analysis program)
