Job Description:  

Join SJSU as the University Bursar and play a pivotal role in managing Student Financial Services and University Collections, fostering a culture of exceptional service, compliance, and innovation. Reporting to the Senior Associate Vice President of Finance and Business Services, you will oversee critical functions including student accounts, cashiering, collections, and the university ID card program. This leadership role involves shaping and enforcing policies, enhancing systems to ensure efficiency and accuracy, and maintaining compliance with university, state, and federal regulations. By driving operational excellence and implementing best practices, you will make a meaningful impact on our students and campus community. 

The anticipated annual salary for this position is $145,000 – $153,000 based on experience.    

How you will be spending your time: 

Operations Management 

  • Oversee Bursar’s Office operations, including Cashiers and Tower Card, ensuring secure and compliant handling of university cash transactions and student financial records. 

  • Manage fiscal year-end tasks, including deferred revenue, tuition discounting, bad debt expenses, and aged receivables for write-offs. 

  • Maintain tuition/fee billing systems, assessment rules, and invoicing in compliance with state and campus guidelines. 

  • Supervise delinquent account collections and manage third-party student-related invoicing. 

  • Ensure federal funds disbursements comply with U.S. Department of Education regulations and oversee efficient student refund processing. 

  • File federal 1098-T Tuition Statements and implement standards for PCI DSS-compliant credit card payments. 

  • Audit university deposits, satellite cashiering, and cash handling to prepare for external audits and optimize financial practices. 

  • Develop strategic plans to improve operations, address challenges, and implement technology advancements. 

 

Department Management 

  • Cultivate a motivated, inclusive, and high-performing team environment through clear communication and effective leadership. 

  • Oversee staffing, hiring, training, performance appraisals, and employee development. 

  • Establish and maintain policies to support Bursar and Tower Card functions, ensuring timely, accurate, and efficient workflows. 

  • Conduct planning and staff meetings to set goals, share updates, and plan events. 

  • Strategically manage the department’s budget, recommending initiatives to enhance quality and service. 

 

Public Relations 

  • Educate students and parents on Bursar’s services through presentations at orientations, workshops, and events. 

  • Host informational booths at the Student Union to increase student awareness of available resources. 

  • Participate in university committees, contributing to policy and program development. 

 

Minimum Qualifications:  

  • Bachelor's degree in Finance, Accounting or Business 

  • Seven or more years of full time progressively responsible experience in the administration of student disbursements and accounting, collection or cashiering functions. 

  • Experience must include at least 4 years in a managerial role. 

 

Preferred Qualifications:  

  • CSU experience managing student financial aid accounting, collections, or cashiering. 

  • Supervisory accounting experience in higher education. 

  • Proficiency in automated financial and student information systems, particularly relational databases. 

  • Experience with Higher Education Student Financial systems, such as PeopleSoft. 

  • Proven success managing large, complex projects.
