The seminar is designed to educate attendees on the core attributes and varied international approaches to aviation enterprise development as it benefits national security strategy formulation and execution.
The BPACS examines different approaches to aviation development based on differing national security priorities by providing international attendees deliberate opportunities to present their own strategies to seminar counterparts.

Topics are selected based on guidance presented in the 2017 US National Security Strategy, 2018 US National Defense Strategy, 2013 US Presidential Policy Directive 23 on Security Sector Assistance, the 2016 USAF Global Partnership Strategy, and the USSOCOM CDR priority to Advance Partnerships.
The target seminar group is 20 US and 20 international participants. When possible, seminar participants are recruited from priority SOF countries.
