About the Role:We're looking for a entrepreneurial and autonomous Vendor & Workforce Program Manager to join our Program Management organization as an individual contributor growing into a leadership role. In this role, you'll leverage your project/program management skills and experience with vendor/workforce management to stand up the program management team overseeing our global workforce. The preferred location for this role is near our Bethesda, MD office, but we are also open to candidates located within the Eastern time zone.
What You'll Do
Extended Workforce Oversight:
Maintain comprehensive records of 3E's extended workforce, including independent and agency-based contractors. Track contractor status, assignments, roles, contract terms, and key contractual milestones.
Monitor and report on annual spending related to contractors, ensuring alignment with budgetary constraints and providing periodic reports on contractor expenses. Partner with finance and functional teams to forecast contractor costs and contribute to annual budgeting processes.
Provide regular and ad hoc reports on contractor metrics, spend analysis, and workforce composition.
Process and Policy Management
Serve as the primary point of contact for contractor-related queries from internal teams, contractors, and agencies. Collaborate closely with finance, HR, legal, and department heads to align contractor utilization with organizational needs.
Oversee and administer 3E's policies and guidance for managers who oversee contractors, partnering with HR where relevant to ensure consistency in our practices across all colleagues
Develop new processes as needed to support the extended workforce function as it evolves
Onboarding, Offboarding, and Training
Facilitate the onboarding and offboarding processes for contractors, ensuring compliance with company policies and proper setup in all necessary systems. Partner with IT, HR, and departmental stakeholders to streamline contractor transitions.
Manage Extended Workforce Vendor Performance and Compliance
Develop and utilize a vendor scorecard to track performance and compliance, escalating issues to Senior and Executive leadership as appropriate to ensure continuous service delivery
Continuously evaluate 3E's Extended Workforce Program, identifying and implementing opportunities for improvement to drive ongoing maximize efficiency and effectiveness of our processes and systems
Partner with legal and compliance to ensure contractor processes adhere to all applicable legal and regulatory requirements, including confidentiality agreements, IP protection, and regional labor laws.
Escalate contractor-related compliance issues to leadership, legal, and compliance teams promptly and facilitatetimely resolution.

What Makes You a Great Fit
Minimum of 3 years of experience in talent acquisition, vendor management, or business analysis with a strong focus on operations and process optimization Experience documenting and improving business processes (LEAN experience a plus)
Being scrappy, resourceful, and focused on solving problems and building process
Ability to work in a dynamic organization
Excellent communication skills, ideally within a global organization/team
Microsoft Office - especially Excel (vlookups, pivot tables, etc.)

Pay Transparency:The anticipated salary range for this position is $70,000 - $80,000 per year. The final offer will depend on several factors, including the successful candidate's skills, depth of work experience, location, and relevant licenses/ qualifications. Each offer is determined based on individual strengths and relevant business considerations. In addition to the base salary, certain roles may qualify for a performance-based incentive and/or equity, with eligibility depending on the position.
