Job Description:
The Department of Health and Human Services is seeking a Program Evaluator (Epidemiologist I H74941) to support the Chronic Disease Prevention team in our Public Health Division. As the Program Evaluator, you will work as part of a collaborative team and be responsible for the continuous, systematic collection, analysis, and interpretation of health-related data needed for the planning, implementation, and evaluation of chronic disease prevention initiatives in Nebraska.
Job Duties:
Design, author, and lead the implementation of annual performance measures and data management plans and reports to assess the quality, effectiveness, and efficiency of program interventions and progress toward program goals and objectives.
Design, administer, and manage data collection tools and tracking systems to monitor program outputs and outcomes, including reach and impact.
Collaborate with the Program Evaluator to ensure alignment of the epidemiology/surveillance, performance measures, and evaluation activities.
Determine the performance measure and data needs for program sub-recipients and contractors and work with program staff to track initiative reach, impact, and outcomes.
Develop infographics, data reports, maps, and grant reports in a variety of formats to facilitate comprehension of the data and program outcomes for internal and external audiences.
Utilize data to identify opportunities for program improvement, intervention gaps, and geographic areas or populations disproportionately affected by chronic diseases.
Assist in the development of annual grant applications, budgets, work plans, and progress reports.
Assist in the development, implementation, and monitoring of contracts and subawards to assure adherence to federal and state regulations.
Requirements/Qualifications
Minimum Qualifications:Bachelor's Degree in Public Health, Statistics, Epidemiology, Informatics, or Health field plus 4 years of experience working in data analysis, statistics, & interpretation of data in a health subject area OR Master's Degree in Public Health, Statistics, Epidemiology, Informatics, or Health field plus 2 years of related experience.
Preferred Qualifications:
The most competitive candidates will have a master's degree in epidemiology, public health, statistics, research methodology, public administration, or other closely related public health field, at least one year of experience in applied epidemiology, and experience with Centers for Disease Control and Prevention (CDC) grants.
Working knowledge of a statistical software package such as SAS; working knowledge of GIS and data visualization/infographics software.
Knowledge, Skills, and Abilities:
Knowledge of the principles and practices of epidemiological practices and procedures for the collection, analysis, evaluation, and validation of health/disease data sets; descriptive statistics, statistical inference, and statistical theory; the principles of public health practice; the principles of grant writing, reporting, and grant administration.
Ability to maintain accurate and thorough records; design and conduct focus groups, key informant interviews, and surveys; design educational and informational materials, training aids, and presentations; prepare grant proposals; plan and lead meetings; interpret and apply federal grant requirements, agency rules, policies, and procedures; communicate effectively; prioritize and manage time; problem solve and make decisions; balance needs, requirements, and workload for multiple projects.
