Job Description:
The Nebraska State Patrol Criminal Identification Division is searching for a qualified Crime Analyst to join the National Instant Criminal Background Check System (NICS) Program, which is federally funded by the NICS Act Record Improvement Program (NARIP) grant. This position will assist in the activities associated with the NICS Program with the goal of ensuring Nebraska's firearm prohibiting information is available nationwide for firearm background checks.

Examples of Work:
Research, gather, analyze, and interpret information obtained from various state, federal, and local sources to assist in firearm eligibility determinations.
Determine firearm eligibility based on state and federal law.
Enter firearm prohibiting information into the FBI's National Instant Criminal Background Check System (NICS) Indices in accordance with state and federal guidelines.
Develop training and provide instruction and technical assistance independently to state, federal, and local agencies regarding state and federal firearm prohibitions.
Support the development, organization, and coordination of trainings and meetings to facilitate the exchange of information regarding state and federal firearm prohibitions.
Identify problem areas relating to gaps in the reporting of firearm prohibiting information and prepare related reports, diagrams, and/or charts in order to find effective solutions.
Collect, compile, analyze, and interpret statistical or administrative data to prepare and disseminate project, program, grant, and other federal reports to be used as the basis for decision making and to provide a basis for assessing the effectiveness of agency programs and services.
Disseminate sensitive/confidential information to other state, federal, and local agencies using established guidelines and criteria for releasing such information.
Additional duties as assigned.
Employee must be prepared to travel in this position and assist supervisor with conducting trainings.
Requirements/Qualifications
Minimum Qualifications: Associate Arts degree in criminal justice, research/statistical methods, program evaluation, or other program related field and one year experience performing technical support work or analytical work, to include collecting and analyzing data and preparing reports and summaries.Additional years of experience in the fields listed above may substitute for the required education on a year for year basis.
Preferred:College coursework related to criminal justice; National Instant Criminal Background Check System (NICS) federal firearm prohibition training; Basic fingerprint and criminal history records training; Working knowledge of the State of Nebraska's computerized record and database systems including: Patrol Criminal History (PCH), Judicial User System to Improve Court Efficiency (JUSTICE), and Nebraska Criminal Justice Information System (NCJIS); Working knowledge of Federal Bureau of Investigation databases including: NICS Indices, Interstate Identification Index (III), National Crime Information Center (NCIC), and the Law Enforcement Enterprise Portal (LEEP).

Knowledge, Skills and Abilities
Knowledge of:Federal firearm prohibitions; principles and procedures of investigative research and analysis, standard research data collection and analysis methods; the standards governing the mission and/or programs of the State Patrol; general knowledge of office equipment; Nebraska criminal justice processes and procedures.
Ability to:Work independently; analyze processes and documentation to locate deficiencies and discrepancies; communicate effectively in person, as well as by telephone, email, and correspondence to exchange factual information; maintain cooperative work relationships; create and summarize data into charts, timelines, graphs, tables, and narrative reports; enter data electronically and use available computer applications software and equipment to research information sources and to compile, store, and manage data.
