Under general supervision, with wide latitude for independent decisions, the Health Services Systems Analyst II, is responsible for the ongoing professional support of a designated suite of clinical, business, and operational applications, including planning, implementing, and organizing activities relating to enterprise-wide health services application selection, deployment and optimization, on multiple hardware platforms, operating systems and software environments. Incumbents review, analyze and evaluate system and/or service requests using structured techniques and methodologies. Incumbents can manage all or portions of a project from the initial fact-gathering meeting through post-implementation review.
Distinguishing Characteristics This is the journey level classification in the Health Services Systems Analyst series. Incumbents perform analysis of Health Services applications and are required to be fully trained in all procedures related to their assigned area of responsibility.
Positions in this classification are located only in the Health Services Information Technology Unit and report to the Health Services Information Technology Supervisor or Manager.
Minimum Qualifications Education: Possession of a Bachelor's degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, or a closely related field.
Experience: Three (3) years, or its equivalent, of system analysis experience including two (2) years in a health care information systems environment, working with end users to extract, document and optimize data flow, implement hospital systems, and support applications and databases. Incumbents will have demonstrable project management experience in the role of technical or application team lead for a major complex project or direct experience as a project manager for smaller projects.
Substitution for Education: One (1) additional year of qualifying experience noted above may be substituted for the required academic major. Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.
Substitution for Experience: A Master's degree in one of the fields noted above may be substituted for one (1) year of the required experience. Possession of a current Epic certification may be substituted for six (6) months of the required experience.
Certification: Some positions may require the employee to obtain and maintain vendor specific certifications on the applications supported. The incumbent will be required to obtain the certification requested within six (6) months of notification from the supervisor.
