HEALTH SERVICES SYSTEMS ANALYST II

Under general supervision, with wide latitude for independent decisions, the Health Services Systems Analyst II, is responsible for the ongoing professional support of a designated suite of clinical, business, and operational applications, including planning, implementing, and organizing activities relating to enterprise-wide health services application selection, deployment and optimization, on multiple hardware platforms, operating systems and software environments. Incumbents review, analyze and evaluate system and/or service requests using structured techniques and methodologies. Incumbents can manage all or portions of a project from the initial fact-gathering meeting through post-implementation review.

Distinguishing Characteristics
This is the journey level classification in the Health Services Systems Analyst series. Incumbents perform analysis of Health Services applications and are required to be fully trained in all procedures related to their assigned area of responsibility.

Positions in this classification are located only in the Health Services Information Technology Unit and report to the Health Services Information Technology Supervisor or Manager.

Minimum Qualifications
Education: Possession of a Bachelor's degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, or a closely related field.

Experience: Three (3) years, or its equivalent, of system analysis experience including two (2) years in a health care information systems environment, working with end users to extract, document and optimize data flow, implement hospital systems, and support applications and databases. Incumbents will have demonstrable project management experience in the role of technical or application team lead for a major complex project or direct experience as a project manager for smaller projects.

Substitution for Education: One (1) additional year of qualifying experience noted above may be substituted for the required academic major. Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.

Substitution for Experience: A Master's degree in one of the fields noted above may be substituted for one (1) year of the required experience. Possession of a current Epic certification may be substituted for six (6) months of the required experience.

Certification: Some positions may require the employee to obtain and maintain vendor specific certifications on the applications supported. The incumbent will be required to obtain the certification requested within six (6) months of notification from the supervisor.

Typical Tasks
Coordinates and documents major aspects of the project and/or process
Develops proposals for system modification/replacement including cost benefit analysis and resource requirements
Creates and maintains project plans and coordinates steps to meet implementation and/or upgrade schedule
Implements application changes to support the internal/external customer
Develops detailed procedures on software installation and configuration
Develops test plans for all changes/upgrades to ensure performance and maintenance of data integrity
Performs integration of systems/process as needed within the scope of the project
Identifies, tracks, and reports problems to vendors and follow-up/resolution to customers
Develops requirement documents to ensure that the business needs including functional specifications are documented and reviewed prior to system acquisition or system enhancement
Communicates changes to internal and external customers and department management in a timely manner
Develops and maintains training environments and materials, and provides role-based education (classroom setting, handouts, e-learning, etc.)
Coordinates and provides initial and follow-up training to customers
Works with internal analysts and technical staff to conceptualize function, data structures and best fit, and creates functional specifications to meet customer expectations
Proposes comprehensive options for solutions to complex problems taking into account all technical and operational issues
Provides objective assessments of implementation quality, documenting sources of error and "lessons learned"
Defines and performs primary testing of enhancement/upgrades before release to users
Functions as a liaison between the technical team, user community, and stakeholders
Identifies scarce, inadequate, or absent resources, and makes provisions to resolve the deficiencies
Provides assessments of existing system capabilities, workflow, user requirements, options and outcomes, to evaluate effectiveness of change
Provides and promotes excellence in customer service for both internal and external customers
May provide lead direction to subordinate personnel
