Job Description:

Title: Safety and Security Enforcement Support

Location: Work shall be conducted at the Hanford Field Office (HFO) and the Hanford Site in Richland, WA. This position may be telework eligible at the discretion of the U.S. Department of Energy (DOE) Technical Monitor (TM) in consultation with the DOE Contracting Officer (CO). If this position is identified as telework eligible, there will be a 30-day waiting period in which 100% in-office support will be expected. If in-person support is identified as required for any reason and for any length of time by the TM or CO, the employee shall report for duty in-person as requested.

Citizenship Requirement: U.S. citizen

Compensation: $125,000.00 to $170,000.00, salary dependent on years of experience, educational history and related professional background.

AttainX's client, DOE HFO, full-time general support services for the Assistant Manager for Safety and Environment (AMSE).

This role will support in the following areas:

  1. Provide daily support in the effective implementation of the DOE Office of Enforcement regulatory noncompliance monitoring and reporting programs.
  2. Promote improved understanding of the Department's Safety and Security Enforcement Program and facilitate transparency and consistency in its implementation.
  3. Serve as a focal point to promote effective communications within DOE and its contractors on regulatory compliance matters.
  4. Identify and openly communicate concerns and adverse trends to DOE and contractor management.
  5. Communicate noncompliance information to the HFO and DOE Office of Enforcement.
  6. Maintain awareness of contractor performance that appear to meet the Noncompliance Tracking System (NTS) or Safeguards and Security Information Management System (SSIMS) reporting criteria but that the contractor declined to report into those systems.
  7. Maintain active communication with the HFO Enforcement Coordinator, DOE Headquarters (HQ) Program Office Enforcement Coordinator and the DOE Office of Enforcement before contract fee reduction or similar contract action is administered because of a safety-or-classified-information-security-related event or issue.
  8. Collect information and coordinate with DOE and contractor personnel to provide information in support of DOE Office of Enforcement collaboration in evaluating non-compliances reported into NTS and SSIMS.
  9. Maintain cognizance and coordinate periodic reviews of non-compliances that the contractor is tracking locally.
  10. Evaluate the verification of proper and timely completion of corrective actions with the assistance of facility representatives and subject matter experts (SMEs) for non-compliances reported into NTS and, with the assistance of designated security professionals, compliance-related information security items reported into SSIMS.
  11. Coordinate DOE review of contractor effectiveness reviews performed for NTS-reported non-compliances and SSIMS-reported information security non-compliances and ensuring appropriate follow-up actions.
  12. Coordinate DOE entry of verification and validation (V&V) results into the Integrated Contractor Assurance System (iCAS).
  13. Coordinate the field element's input to the enforcement process (e.g., preliminary investigation discussions, enforcement conferences and post-conference deliberations) and support the provision of the DOE-Hanford perspective on any proposed enforcement outcome.
  14. Actively monitor and participate in dialogues between DOE and the contractor in fact finding, investigation or regulatory program assistance review (RPAR).
  15. Maintain regular communications and share lessons learned among the DOE enforcement coordinators within their respective organizations - DOE Program Office or Field Element Coordinator.
  16. Assist with resolving requests for investigation submitted directly to the DOE Office of Enforcement.
  17. Provide administration and production monitoring of DOE Field Office actions associated with regulatory noncompliance monitoring and reporting programs.
  18. Develop and provide enforcement coordination process briefings.
  19. Assess contractor regulatory noncompliance monitoring and reporting programs.
  20. Perform active, routing oversight of the contractor's program for identifying, screening, trending, reporting, correcting non-compliances and closing noncompliance reports.

Minimum Qualifications Required:

  1. Bachelor’s degree in a related field of study to include engineering, safety, business administration, quality assurance (QA) or information technology.
  2. Demonstrated ability to professionally and effectively interface and interact with external agencies, government officials and senior-level managers.
  3. Ability to work simultaneously and in a collaborative manner at all levels of the DOE and contractor organizational structures.
  4. Demonstrated experience providing coordination/facilitation of high-level meetings.
  5. 10 years of experience in the implementation of contractor assurance systems.
  6. Working-level experience of the Hanford Site iCAS.
  7. Working-level experience of the Price-Anderson Amendments Act (PAAA), DOE's enforcement philosophy, DOE safety and security enforcement processes and the DOE NTS.
  8. Working-level experience with DOE's safety and security enforcement rules (i.e., 10CFR Parts 851, 820 and 824).
  9. Excellent written and verbal communication skills.
  10. Proficient in Microsoft (MS) Office, particularly Word, Excel and PowerPoint.

Preferred Experience and Capabilities:

  1. Experience in effective implementation of assessment performance, causal analysis and corrective action development and review activities.
  2. Experience with DOE Order 232.2A, Occurrence Reporting and Processing of Operations Information.
  3. Experience with SSIMS.
  4. Familiarity, training and active participation in structured improvement activities.
  5. Demonstrated ability to develop and present training and briefing material.
