SUMMARY: SABG is hiring an Acquisition Specialist IV to support DISA in Fort Meade, MD.
SALARY: $135,000 - $150,000
ESSENTIAL DUTIES AND RESPONSIBILITIES:Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
Develop acquisition documents ensuring quality control and DoD or Agency Templates and Appendices are followed. Liaison with the Program Managers, technical engineering, and/or IT Government personnel to develop/track document progress and review for achieving the highest quality product as legacy artifacts. Oversee development/drafting of less complex documentation produced by subordinate Vendor employees and/or review technical writing to ensure acquisition and contracting governance are applied.
This position will be the senior of two new acquisition analysts and will be responsible for providing the client with a commiserate level of experience in directing correct document formats, advising on periodicity of acquisition documentation requirements, assisting in ensuring all statutory and policy documentation is met.
Will utilize and advise mid level acquisition analyst as required.
Provide DoD Business Capability Acquisition Cycle (BCAC), DoD Instruction 5000.02, ACAT! And ACATIII level acquisition expertise, acquisition support/guidance, conduct independent research and analysis and independently develop and provide recommendations in the drafting and/or review of acquisition documents.
Draft and complete DoD Acquisition Packages that include; Market Research documents, Requests for Information (RFI), Acquisition Strategies and Plans, Sources Sought, Performance Work Statements, Independent Government Cost Estimates (IGCE), Quality Assurance Surveillance Plans (QASPs) Severability Plans 508 Compliance Documentation, GFP/GFE Justification Acquisition lessons learned and other briefing as required.
Apply knowledge of DoD Acquisition processes and analytical methods or techniques to gather, analyze, and evaluate information required by program/project managers and customers.
Provide extensive acquisition expertise/services in acquisition/operational planning, system architecture, technical/financial management. Accountable for the lifecycle of major and complicated projects.
Draw conclusions and recommend solutions to solve problems related to configuration and resource management (e.g., facility, testing, financial, logistical, technical, expert availability), test and deployment, and quality assurance (QA) in achieving schedule and/or technical milestones (risks, issues, slack, dependencies) (e.g., Intermediate Operating Capability (IOC); Full Operational Capability (FOC); Test Readiness Levels and Gate Reviews, etc.); patches/security releases; and Plan of Action and Milestones (POA&M) to ensure remedial action satisfies DoD and Joint Interoperability governance.
SUPERVISION:This position has no supervisory responsibilities.
MINIMUM QUALIFICATIONS:Provide technical writing level experience to documentation creation and formatting. Has specialized relevant knowledge and works as a member of the team and assists with solving complex problems. Advanced level working knowledge, skills, and abilities using Microsoft Office. EDUCATION AND EXPERIENCE:
Bachelors Degree
10 years of experience
Experience in all phases of DoD Acquisition Planning and Execution.
Experience with Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO) Procurement Action Lead Time (PALT) requirements.
COMPUTER SKILLS:
Skills in operating a personal computer and standard office equipment
Must have proficiency in a variety of computer software applications in word processing, spreadsheets, and database (MS Office: Word, Excel, PowerPoint, Outlook)
