ABOUT THE POSITION
The Department of Waste Resources is excited to announce an opening for a Junior Engineer.
The Junior Engineer is the entry level classification in the professional engineer series and will perform in office and in the field engineering work. The Junior Engineer will be reporting to the Department's main office located in Moreno Valley and will be providing engineering assistance to the teams responsible for permitting, engineering design, and landfill operations at Badlands Sanitary Landfill (located in Moreno Valley) and Lamb Canyon Sanitary Landfill (located in Beaumont). The selected candidate will be responsible for conducting GPS field surveys, reading and interpreting field survey data to prepare topographic contour maps, perform engineering calculations, and prepare technical reports and plans such as Storm Water Pollution Prevention Plans in support of public works construction projects and landfill field operations. Additionally, the Junior Engineer will assist in construction inspections during public works contracts to verify compliance with Contract Documents and may perform site maintenance and drainage inspections to analyze landfill site conditions as needed.
Competitive candidates will have experience in the overall understanding of the various civil engineering disciplines and be familiar with engineering software such as MicroStation/InRoads and AutoCAD/Civil 3D. Candidates with a bachelor's degree in Civil Engineering and a valid certificate as an Engineer-in-Training (EIT) issued by the California State Board of Registration for Professional Engineers are highly desired and encouraged to apply!
The Junior Engineer is a natural progression underfill for the Assistant Engineer. Incumbents are eligible to promote to Assistant Engineer upon successful completion of their 1-year probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
EXAMPLES OF ESSENTIAL DUTIES
• Assist in the preparation of Contract Documents (Technical Specifications and Project Drawings) for public works contracts that may include construction projects for site maintenance and drainage improvements, landfill expansion, landfill facilities and infrastructure and mass earthwork.
• Prepare hydrologic and/or traffic flow studies; conduct field investigations as needed.
• Prepare take-off quantity and cost estimates from design maps and prepare earthwork grading and design plans, compute earthwork volumes and design hydraulic drainage structures; may participate in inspections during construction projects; and prepare meeting minutes.
• Tabulate and summarize statistical data and prepare reports; apply engineering techniques and practices to air and water pollution control problems.
• Prepare drawings, exhibits, maps, and design layouts for various construction installations utilizing a CAD program, such as AutoCAD/Civil 3D.
• Assist in the preparation of permitting and design documents for regulatory agency approval.
MINIMUM QUALIFICATIONS
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in an engineering field. (Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.)
Those graduating within the next 6 months are encouraged to apply. If selected, candidates will be required to show proof of completed degree/certification prior to starting with the County.
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in an engineering field or possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers within six (6) months of hire.
Experience: Current employment with Riverside County as an Engineering Student Intern or completion of an engineering internship with Riverside County.
ALL OPTIONS
License: Possession of a valid California Driver's License.
Proof of education/certification is required for this position. Documentation should be uploaded with your application as outlined below: 1. 4. If you possess a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers - Provide your license number, if you did not in your application.
5. If you have not yet graduated and will be graduating within the next 6 months, provide a copy of your current transcripts and documentation showing your expected graduation date.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
