CIRCOR Naval Solutions, based in Warren, Massachusetts, produces sophisticated pumps, valves, and spare parts, and provides maintenance and overhaul services for naval defense customers.

POSITION DETAILS

Position Summary

The Sr. Buyer is responsible for ensuring supply chain performance that meets production requirements, customer orders and company forecast MRP demands; vendor program management, purchase part and services negotiation. This position will also manage supply to support all inventory initiatives while optimizing the cost of goods sold.

Principal Activities and Objectives
  • Conduct routine supplier business reviews, evaluate and report supplier performance and compliance.
  • Manage request for quote process and execution of POs for purchased products and services to ensure optimization of delivery, cost and quality.
  • Review supplier proposals, prepare technical evaluations necessary to determine equity of supplier pricing and delivery requirements.
  • Liaison with stakeholders, suppliers and internal customers to minimize impacts to the Master Production Schedule, Customer Orders or company forecast. (Includes ENG Drawings Approvals)
  • Review and execute accurate optimized purchase requisitions and orders.
  • Generate and manage Purchase Order/Contract documents.
  • Ensure supplier compliance to stocking programs such as Kanban, JIT, ISO requirements, and packaging specs.
  • Coordinates logistics for inbound material.
  • Ensure vendor compliance with US government/military purchase requirements.
  • Coordinate and provide required documentation to obtain formal cost proposals (i.e. engineering drawing specifications etc.).
  • Management of inventory accuracy, obsolescence and cycle counts.
  • Consistently drive for cost reduction and process improvements.
  • Resolution of invoicing exceptions with vendors.
  • Oversight and effective management of MRP Exception Messages to optimize replenishment for the demand and supply plans.
  • Maintains company standards and follows established procedures. Demonstrates integrity in all duties and responsibilities.
  • Participates in the implementation and utilization of CBS tools (lean purchasing principles) and kaizens in the workplace.
  • Proactive involvement in daily Gemba meetings and continuous improvement.
  • Support Company policy, procedures, and safety policy.
  • Other duties as assigned.

Requirements

CANDIDATE REQUIREMENTS

Knowledge Skills & Abilities
  • Proven leadership and effective interpersonal communication skills.
  • Working knowledge of SiOP or S&OP.
  • Lean manufacturing experience.
  • Proven negotiation skills with both the internal and external customer.
  • Intermediate to advanced skills in Microsoft (Excel, Word, PowerPoint etc.) applications.
  • Understanding account base work in progress to schedule the flow of supply to support production.
  • Demonstrated cost savings and avoidance ability.

Education & Experience
  • Bachelor's degree in business, management, or related field preferred or equivalent experience.
  • 5+ years of related experience in a high-mix, low-volume manufacturing environment.
