Permitting Supervisor
Section 1 - Position Summary
This position is responsible for scheduling and performing administrative and technical duties essential to preparing applications and obtaining, renewing, and amending water, wastewater, and storm water permits. This position also administers NTMWD's storm water program. Supervises professional/exempt permitting personnel.
Section 2 - Major Responsibilities
  • Supervises, plans, coordinates, assigns personnel to accomplish permitting, stormwater, evaluating regional wastewater service activities.
  • Ensures facilities are compliant with stormwater requirements and updates stormwater pollution prevention plans, performs facility inspections, monitors stormwater events, and submits required reports.
  • Prepares applications and coordinates posting of notices of NTMWD water and wastewater permit applications in newspapers, including filing copies of application, notices and required correspondence in the county in which the facility is located. Files water right permits with proper County Clerk's office(s).
  • Coordinates circulation of draft water, wastewater and storm water permit applications and draft permits received from TCEQ. Receives, consolidates, and summarizes application and permit comments from attorneys and internal departments for the Permit Manager's review ordinates and maintains schedule of wastewater permit renewals, associated information needs, and action dates to ensure information and activities among NTMWD staff, outside consultants, and attorneys for permit applications and renewals to be completed on schedule.
  • Monitors proposed development, gathers permitting and/or environmental information, and evaluates the feasibility of regional wastewater service.
  • Acts as an assistant project manager to Permit Manager on medium complex projects or specific components of larger complex projects.
  • Acts as project manager for projects of relatively small complexity or of short duration under the direction of the Permit Manager.
  • Coordinates development and/or compilation of one-time or irregular occurring reports that are complex in nature and which require a high level of understanding of NTMWD operations.
  • Prepares general presentations, correspondence, reports, spreadsheets, and informational documents as requested.
  • Receives inquiries from NTMWD staff, regulatory agencies, consultants, attorneys, and general public. Summarizes information requested and coordinate a response.
Section 3 - Knowledge, Skills & Abilities
  • Bachelor's degree in chemistry, biology, environmental engineering, environmental science, or a related technical field.
  • Minimum of five years progressive water and wastewater related experience or equivalent combination of training and experience. Supervisory experience highly preferred.
  • Knowledge of water, wastewater and storm water processes, parameters and special conditions commonly included in water and wastewater permits, the permitting process, and how permit limits are derived.
  • Ability to grasp complex concepts and simplify them to convey information needed by management to make informed decisions.
  • Requires excellent verbal and written communication skills.
  • Ability to work with all levels of the NTMWD organization, regulatory agencies, consultants, attorneys, and the general public.
  • Ability to develop, organize, utilize, and analyze data using Microsoft Office and other computer software applications.
  • Requires a valid Texas Driver's License.
Section 4 - Environmental Factors, Activity Levels and Equipment
This position requires normal physical exertion with daily lifting requirements up to 25 pounds. Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork. Duties may also involve driving and field activities requiring walking on uneven terrain and in cold, hot or rainy weather conditions. Equipment utilized includes a network computer system and/or laptop computer, various printers, calculators, copier, GPS unit, telephone and water quality sampling equipment.
